3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The properties include an existing sewer easement and undeveloped and agricultural areas. The vicinity includes
undeveloped, agricultural, and residential land uses in addition to some small pockets of commercial or institutional
development.

3d. Explain the purpose of the proposed project:
The project will replace the existing Richlands Wastewater Treatment Plant, which is under a Special Order of Consent
for violation of their disharge permit, and allow the Onslow County Water and Sewer Authority (ONWASA) to meet their
stated service goals. In order to address these issues while continuing to provide wastewater treatment services to the
Town of Richlands, ONWASA proposes to construct a 1 million gallon per day (mgd) Northwest Regional Water
Reclamation Facility (NWR WRF) near Richlands, NC, with the opportunity for future expansion up to 2 mgd of treatment
capacity.
3e. Describe the overall project in detail, including the type of equipment to be used:
The facility will include an influent pump station, influent force main, water treatment/reclamation facility, and high rate
infiltration basins for effluent disposal. Equipment expected to be used during construction includes approximately 3,100
feet of force main from the existing Richlands WWTP to the influent pump station and from the existing force main along
Gum Branch Road to the proposed NWR WRF. An additional 12,872 feet of pipe from the NWR WRF to the proposed
infiltration ponds will also be installed. Most of the pipes will be installed using an excavator to excavate a trench into
which the lines will be installed. Upon completion of the line installation, the trenches will be filled and the surface will be
returned to original grade using a loader and/or grader and seeded. The portion of the pipe connecting the NWR WRF to
the infiltration ponds that will be installed under the wooded area to the south of the NWR WRF will be installed using
directional drilling. Construction of the pump station and water reclamation facility will require the use of backhoe and/or
trackhoe, compactor, bulldozer, paver, stone spreader, and crane in addition to the aforementioned excavator and/or
loader and grader.

company that is building the subdivision to the west of the pump station. The authorization for the impacts associated
with the access road and water service provision have been authorized by the USACE under Nationwide Permit 18 as
Action ID. 2006-00668.

1. Avoidance and Minimization

Wetland crossings are located within existing sewer easements, where feasible. The pump station was relocated from its
original proposed location when it was determined to be within a wetland. The current proposed location for the pump station
avoids impacts to wetlands to the extent possible. The reclamation facility site was assessed for stream and wetland features,
and the site layout was designed in order to avoid impacts to waters of the US.

Impacts within the easement are temporary in nature; the disturbed areas will be returned to original grade and elevation upon
completion of the pipeline installation. There is one stream and wetland crossing that is not located within an existing
easement. Installation of the pipeline at this location will be performed via directional drill under the jurisdictional features in
order to avoid impacts.

The proposed project will have minimal impacts to existing land use. According to the Onslow County Future Land Use
Map and Richlands Future Land Use Map, continued development is expected to occur within the project service area.
The proposed project is designed to coordinate with the County's Land Use Plan for the service area. Beneficial direct
impacts to the service area will occur from the proposed project. The proposed infrastructure system will eventually
transfer wastewater from existing and septic systems, to a new, state of the art NWR WRF. The project will also make
available wastewater sewer service for future development, a significant portion of which is expected to be a direct result
of approximately 10,000 additional United States Marines to be relocated to the Marine Corps Base Camp Lejeune.
Thereby, the project will reduce the potential for the proliferation of privately owned wastewater package plants and septic
systems and remove the existing WWTP discharge into Squires Run, a tributary to the New River.

No sewage will be generated from the proposed project. The proposed project entails construction of a pump station and
force mains to pump influent from the existing Richlands WWTP to the proposed NWR WRF as well as construction of the
proposed NWR WRF and associated high-rate infiltration ponds. The proposed facility will replace the Richlands WWTP and
eliminate current problems with inflow and infiltration and exceedance of the permitted discharge rate. In addition to receiving
influent that is currently being treated at the Richlands WWTP, the proposed facility will also receive wastewater from existing
privately owned wastewater treatment package plants and from existing septic systems. The existing Richlands WWTP
facility is permitted to discharge up to 0.25 mgd; the proposed NWR WRF will have initial capacity to treat up to 1 mgd with
expected expansion in the future to a capacity of 2 mgd.

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT and Final Notice of
Potential Conversion of Important Farmland
The USDA, Rural Utilities Service has received an application for financial
assistance from the Onslow Water and Sewer Authority (ONWASA) for the
proposed 2 MGD regional water reclamation facility to serve its Northwest
Service Area.).
The proposed project consists of a .75 MGD influent pump station at the existing
Richlands Wastewater Treatment Plan (WWTP); 4,200 feet of 10-inch influent
forcemain between the Richlands WWTP and the proposed Northwest Regional
Water Reclamation Facility (NWRWRF); construction of the NWRWRF; and
construction of 21 high rate infiltration basins for effluent disposal. This project is
necessitated by the influx of approximately 10,000 new Marines plus associated
support personnel to be located to the Marine Corps base Camp Lejeune. This
project is expected to improve water quality by replacing older decentralized
wastewater systems, reducing the potential for the proliferation of septic systems,
and removing the existing Richland discharge into Squires Run.
Direct impacts have been avoided and minimized to the extent practicable during
project planning and design. If the proposed project is implemented four prime
and/or unique farmland soils will be impacted and converted by construction of
the NWRWRF and associated infiltration basins. There is no practicable
alternative to the conversion of some important farmland.
As required by the National Environmental Policy Act and agency regulations, the
Rural Utilities Service has assessed the potential environmental effects of the
proposed project. The Availability of the Environmental Assessment was first
published on December 14, 2009 for a 30-day public comment period. All
comments have been satisfactorily addressed. Upon consideration of the
applicant's proposal, federal and state environmental regulatory and natural
resource agencies, and public input, the Rural Utilities Service has determined
that the proposal will not have a significant effect on the human environment and
for which an Environment Impact Statement will not be prepared. The basis of
this determination is a thorough review and analysis of the environmental
information reported in the environmental assessment including public and
regulatory agencies' comments regarding the proposed project.
In order to avoid or minimize any adverse environmental impacts, the Rural
Utilities Service will require the applicant to incorporate the mitigation measures
as outlined in Section 4.0 of the Environmental Assessment including
incorporation of best management construction practices (such as including
sedimentation and erosion controls) into construction plans and specifications.
