Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: A majority of the site has been managed for agriculture and siivicultural production. The site is located on the eastern edge of Cumberland county and north of the Bushy Lake State Natural Area. Land use in surrounding area is comprised of low-density residential home-sites and large-scale farming operations. 3b. List the total estimated acreage of all existing wetlands on the property: 757 acres 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: No natural stream systems exist within the property. 3d. Explain the purpose of the proposed project: The purpose of this project is to develop a large-scale wetland mitigation bank in the Cape Fear 03030005 basin. All four sections of this project total -1,800 acres of restoration, enhancement and preservation. Section One (291 acres) of the project will be completed in March 2011. Construction schedules for the remaining sections will be based on market demand. 3e. Describe the overall project in detail, including the type of equipment to be used: The applicant seeks to initiate the restoration activities as proposed in the July 2010 Mitigation Plan. These include the installation of clay plugs and/or backfilling of existing RPWs within each of the four sections. Backhoes, bulldozers, and a dump truck will be used for the proposed activities. 4. This work has occurred and wetlands were successfully restored. In 2004, a NWP 27 and 401 WQC were issued for Phase II under a different applicant (ECOBANK). Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Proposed impacts are unavoidable due to the type of project proposed. In order to restore and enhance non-riverine wetlands formerly occurring on the property (via hydrologic restoration), the identified canals/ditches must be plugged and/or filled. Little to no in-stream habitat has developed within the ditches and canals within the property and an overall benefit to downstream water quality is expected as a result of project implementation. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Locations of the proposed backfill and plugs were selected based on the existing drainage network. Sediment and erosion control plans will be prepared and submitted for each section of the project. The protective measures detailed in these plans will eliminate discharge of sediments to off-site water bodies. No earthwork will be conducted until receipt of approval of the erosion and sediment control plan by the NC Division of Land Resources. 2.
