LAURELMOR CORE AREA
STORMWATER MANAGEMENT PLAN
NARRATIVE
PROJECT DESCRIPTION
The proposed project consists of golf course, resort area and a surrounding residential
community. This submission is for the Laurelmor Core Area development. This area consists of
a clubhouse, condominiums, outdoor amphitheater underground parking and surface parking
areas. Drainage and erosion control measures will be designed fora 25 yr. storm period. The
total disturbed area is approximately 24.78 acres. For stormwater management, nineteen (19)
bioretention facilities have been designed and strategically located throughout the core area to
catch and treat stormwater runoff from impervious areas. Four of the bioretention areas will also
have level spreaders. The entire project site is located on about 6,100 acres of land in
southeastern Watauga County, North Carolina.
ADJACENT PROPERTY
The majority of land use in the vicinity is rural with some residential areas, but mainly
undeveloped.
• SITE DESCRIPTION
The site is presently wooded and undeveloped. The site consists of ridges and valleys with
named streams on site. These streams drain to Elk Creek, Laurel Creek, or Dugger Creek (a
tributary to Elk Creek). The entire project site lies within an Outstanding Resource Waters
(ORW) area as designated by NC Department of Environment and Natural Resources.
Post-development:
Post-development drainage patterns will remain similar to the pre-development. Stormwater
from impervious areas will be collected and a management facility, bio-retention, will be used to
treat and control discharges.
STORMWATER MANAGEMENT
There are a total of nineteen (19) bioretention facilities proposed for the core area. Throughout
the project, stormwater will be collected by swales or catch basins and piped to the bioretention
areas as storm water management facilities. In several areas, sheet flow will carry stormwater
drainage to the bioretention areas. Where piping is necessary, outlet pipes will discharge to a
level spreader to reduce inlet velocity. Bioretention areas 7, 13, 16 and 19 will have level
spreaders. Where applicable, pipes shall discharge into rip-rap swale areas, which will act as
forebays to pre-treat and dissipate flows. Piped stormwater systems are designed for the 25-year
• storm event. The level spreaders are designed for the 1" storm. Diverter boxes shall be used for
bypass flows. The bioretention facilities are designed to treat the first one inch of rainfall and to
maintain the predevelopment runoff volume using retention storage.
Each bioretention facility is comprised of a planting medium, a mulch layer, plant material, and
an underdrain pipe system. The facility is depressed to allow for a minimal ponding area. The
planting medium is made up of a homogenous soil mix of 85%-88% construction sand; 8%-12%
fines (silt and clay) and 3%-5% organic matter. This medium shall be 3' deep. The mulch layer
shall consist of 3" of hardwood mulch or chips and be at least 6 months old. The plantings shall
be of native varieties, as shown on the plans (such as Inkberry, Wax Myrtle, Common
Witchhazel and Winterberry Holly). Eighteen of the bioretention areas shall have a temporary
ponding depth of 9", while Bio-11 shall have a 12" ponding depth. Underdrain pipes shall be 6"
perforated PVC pipes with end caps, laid in a gravel layer. The underdrain pipes will be
terminated into an outlet control structure (precast concrete catch basin).
The bioretention facility shall be used to remove pollutants from stormwater runoff, by allowing
for filtration and biological activity. The plantings will also provide for an aesthetically pleasing
landscape environment.
STORMWATER MAINTENANCE
The stormwater management facilities shall initially be maintained by the Developer, and
ultimately by the Property Owners Association. (See Operation and Maintenance Agreement.)
The facilities shall be checked and maintained on a regular basis. Repairs and or replacements
• shall be made as deemed necessary to assure proper performance of the bio-retention facilities
and the level spreaders.

The stormwater management system is defined as a series of bioretention facilities distributed
throughout the core area site in the Laurelmor-Development. The system re!ie.~ mainly-on sheet flow to
the numerous bioretention facilities. Other collection methods include catch basins, storm drainage
pipes, roof leaders, and grassed swales. Grassed swale areas are used as forebays to aid in mitigation
and pre-treatment of flows entering the bioretention facilities. Manifold pipes are used to disperse flow
entering the facilities directly from storm drainage pipes.
Maintenance activities shall be performed as follows:
After every significant runoff producing rainfall event and at least monthly:
a. Inspect and repair the bio-retention areas for sediment accumulation, erosion, trash
accumulation, and general condition.
b. Remove mulch from around manifold holes and cleanouts.
2. Remulch any void areas whenever needed. At least once or twice a year add mulch if necessary
(spring and fall). At least once every two years, remove old mulch and completely replace with new.
3. Inspect and repair the collection system (i.e. catch basins, piping, swales, underdrains and manifold
pipes etc.) twice a year, to maintain proper functioning.
4. Treat all diseased trees and shrubs when necessary. Remove and replace all dead and diseased
vegetation, (that which is beyond treatment), twice a year. (Replanting shall take place at
appropriate planting times.) Repair or replace planting stakes and support wires as necessary.
5. Water plant material as required for initial planting and for ongoing care.
