REQUEST FOR MORE INFORMATION: STORMWATER MANAGEMENT PLAN
Dear Mr. Miller:
On June 12, 2006, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification to
impact to impact 6,331 linear feet of stream and 0.18 acre of wetland for the purpose of constructing the
golf resort you described in your application dated February 2, 2006. In order to meet Condition 22 of the
401 Certification for this project, a revised stormwater management plan was submitted to the DWQ on
February 20, 2007. The DWQ has determined that your stormwater management plan was incomplete as
discussed below.
The proposed inlet velocities for many of the bioretention areas exceed the maximum allowable
velocity of 2.0 feet per second. Please provide a properly designed level spreader or other
appropriate engineering device to reduce velocity at proposed Bioretention Areas 1, 2, 4, 5, 6, 7,
8, 9, 10, 11, 12, 13, 16 and 18. If you decide to use level spreaders, please follow the guidance on
the 401 Oversight/Express Permitting Unit web site at:

Also, please submit a level spreader worksheet for each proposed level spreader, available on the
web site at:

The planting detail on Sheet D 1 shows a plant placed in the soil so that the top of the root ball is
level with the finished grade. For proper functioning of a bioretention area, the top of the root
ball should be placed approximately four inches above the finished grade. Please correct this in
your plans.
The DWQ will require the above additional information to finalize review of the stormwater management
plan for the subject property. Please provide the following information so that we may continue to review
