III. Certification Statement:
I David Cheek certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all
attached planning assessment addendums for which I am the responsible party. Signature of this
form indicates acceptance of this wastewater flow.

On February 14, 2011, the Pretreatment, Emergency Response and Collection System (PERCS) Unit of
the Division of Water Quality received a flow reduction request for connections to the City of Mebane WWTP.
The letter requests an allowable flow rate of 80 gallons per day (gpd) per bedroom based on the evaluated data.
As daily WWTP data is not representative of the project area, the DMR data from the City of Mebane
WWTP (NC002I474) from January 2009 through December 2009 was evaluated to determine the peals sewage
month. The highest flow month was December 2009. Daily wastewater flows were recorded downstream of
the Holly Ridge Subdivision during December 2010. This data was reviewed by PERCS and Regional Office
staff.
Based on the data, the Division hereby grants a reduction in flow to 80 gpd/bedroom (minimum of 160
gpd for 1 and 2 bedroom residences) for sewer extension permits issued tributary to the City of Mebane
WWTP.
Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows
exceed the effluent limits defined in the NPDESRermit for the treatment facility or exceed the capacity of the
sewers downstream of any new sewer extension or service connections .

Cover Letter, wastewater flow calculations and project narrative for NCDEQ, Division of water
quality Fast -Track Sewer System extension application.
Project Narrative:
The Bowman Place project consists of a new 128 lot subdivision which is part of a larger 177 lot
subdivision with associated public roadways, utilities, open space, drives, parking, etc. being built
on two parcels of land totaling 68.64 acres. The phases included for Bowman Village have been
permi tedtugUbr a separate cover. The homes will be a mix of three- and four -bedroom models.
The site is la4ated in the vicinity of 7117 Bowman Road, Mebane North Carolina with this
portiog-of the site being south of Bowman road. It can be identified with PIN# 9824-74-5328 &
-9924-73-6163. The development of this subdivision will require a public sewer extension to tie
into the City of Mebane sewer system. This portion of the gravity sewer extension will consist of
22 new manholes, 2,,042 If of 8" ductile iron pipe (DIP) and 2,378 If of 8" PVC pipe. The new
sewertmain will tie into a City of Mebane 8" ductile iron sewer main at a newly constructed
manholr, which is part of the Bowman Village sewer permit submittal.
