Attached is the official request to withdraw the incomplete Section 404/401 Application Request for the Albemarle
Corporate Center in Albemarle, North Carolina (USACE Action ID No. SAW-2018-00566, NCDWR Project No. DWR 20-
0941). This is being submitted per the request of both USACE and NCDWR and in advance of the re -submittal of an
updated Pre -Construction Notification (PCN) package for the project. I have also attached a copy of the Agent
Authorization form, which authorizes Three Oaks to submit this request on the City of Albemarle's behalf. We anticipate
submitting the updated PCN package for the project to USACE no later than Friday, December 11, 2020. The updated
PCN package will be submitted to NCDWR 30 days after submission of the required NCDEQ Pre -Notification Form, which
will also be submitted no later than Friday December 11, 2020. The updated PCN package will be labeled Version 2.0

Mr. Roden -Reynolds and Mr. Johnson:
Three Oaks Engineering, Inc. (Three Oaks) is the authorized agent for the Albemarle Corporate Center,
which is a proposed business center being developed by the City of Albemarle (City), North Carolina. Three
Oaks submitted a Section 404/401 Pre -Construction Notification (PCN) to USACE and NCDWR on behalf
of the City on July 21, 2020. Since that time, Three Oaks, Chambers Engineering, PA (the Prime
consultant), and the City have been working to address agency comments, answer questions, and provide
additional information related to the permit application request.
On November 9, 2020, Mr. Roden -Reynolds requested via email that we re -submit a PCN with all of the
additional/updated information included so that it could be reviewed all at once. Mr. Johnson followed via
email on December 2, 2020 that he would like us to request a withdrawal of the original PCN request prior
to submitting the updated PCN request (to which Mr. Roden -Reynolds also agreed to via email).
Therefore, Three Oaks would like to formally request withdrawal of the original PCN submittal for the
Albemarle Corporate Center, made on July 21, 2020, in anticipation of the re -submittal of an updated PCN
request. Per the request of NCDWR, the updated PCN will be labeled Version 2.0. We anticipate submittal
of the updated PCN to USACE by Friday, December 11, 2020. The submittal of the updated PCN to
NCDWR will be 30 days after submittal of the NCDWR Pre -Notification Form, which is required prior to
