Robb Mairs Please give a brief project description below. The property owner, Oyster Harbour Homeowner's Association, Inc. (OHHOA) intends to replace the existing private- community elevated boat ramp. The existing elevated boat ramp has deteriorated over the years to the point that replacement is needed in the near future in order to ensure that community residents can safely launch boats for access to navigable waters for fishing and other recreational purposes. i ne existing eievatea boat ramp consists or two portions. i ne rirst portion is constructed of timber support piling, timber pile caps, timber stringers, and timber decking. It begins at the bulkhead that runs along the edge of the upland and extends approximately 114 feet in length out towards the Atlantic Intracoastal Waterway (AIWW). The second portion is constructed of a cast -in -place concrete slab that is supported on timber piling. The existing elevated concrete boat ramp begins at the end of the timber boat ramp (Sta. 1+14) and extends approximately 107 feet; ending at Sta. 2+21. The entire elevated boat ramp, timber and concrete, is approximately 16- feet. in width. A 6" x 8" timber curb guard runs along both sides of the existing boat ramp for the full length. Also, timber guard rails run along both sides of the elevated boat ramp for approximately the first 143 feet. In order to construct the new replacement elevated boat ramp, the existing dilapidated elevated boat ramp will be demolished and disposed offsite. The new replacement elevated boat ramp will be constructed, in place, to the same dimensions (length and width), top elevations, and slopes as the existing structure. The top elevation at the beginning of the new elevated boat ramp will be at +12.3 feet Mean Low Water (MLW) and the top elevation at the lower end of the new elevated boat ramp is -5.5 feet MLW; existing and proposed. The first 114 lineal feet of the new replacement elevated boat ramp will be constructed with treated timber; same as the existing timber elevated boat ramp. The new replacement concrete elevated boat ramp (approximately 107 feet in length) will be constructed of reinforced concrete slabs supported on reinforced concrete pile caps and prestressed concrete piles. A temporary steel sheet piling cofferdam will be installed around the perimeter of the area where the concrete portion of the elevated boat ramp is located. This will allow water to be pumped out to provide dry working access to this below -water area during construction. Additionally, approximately 215 cubic yards of mud will need to be temporarily excavated from an area of approximately 2,120 square feet from within the cofferdam. This is necessary so that the lower portion of the new concrete elevated boat ramp structure can be constructed at the specified elevations to ensure proper functionality and access during all tide cycles and water levels. The excavated material will be temporarily stored on the floating work barge during construction and then will be replaced back in its original locations after construction of the new concrete elevated boat ramp is complete. The temporary cofferdam structure will be removed when construction is complete. Existing adjacent fixed access decks, gangway ramps, and portions of the floating dock will need to be temporarily removed to allow access to the work area during construction. These structures will be replaced back in their original locations once all boat ramp construction is completed. All demolition and new construction work will be conducted from the water using one or two floating barges and other small work floats. As noted above, the proposed new replacement elevated boat ramp structure will be constructed in the same location as the existing structure. The existing elevated boat ramp structure is located within the range of approximately 2-feet to 14-feet from the eastern riparian property line and within the range of approximately 69-feet to 80-feet from the western riparian property line. A riparian property owner waiver will be requested from the neighbor located on the eastern side of the elevated boat ramp property to give permission for the new replacement elevated boat ramp being constructed inside of the 15-feet riparian offset line.
