Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant
to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
This final permit includes no significant changes from the draft permit sent to you on July 21, 2010.
More detail has been added to the facility description within the permit.
Please be aware that in 2009, the entire Big Laurel Creek watershed (including Wolf Laurel Creek) was
reclassified to Outstanding Resource Waters (ORW). This ORW stream classification does not allow
for any new wastewater discharges or expansions of existing wastewater discharges, in accordance with
15A NCAC 2B.0225.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless
such --demand is made, this decision shall be final and binding: -
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the DiIvision of Land Resources, the Coastal Area Management Act or any other Federal or
Local governmental permit that may be required.

Dear Mr. Bob Sledge:
Biologists with the North Carolina Wildlife Resources Commission (Commission) received the July 21,
2010 notices about the proposed renewals of the NPDES permits for the Wolf Laurel and English Wolf
Inn WWTPs which discharge into Wolf Laurel Branch in Madison County. Comments from the
Commission on these permit actions are provided under provisions of the Fish and Wildlife Coordination
Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d), North Carolina General Statutes (G.S. 113-131 et
seq.), and the North Carolina Administrative Code 15A NCAC 10I.0102.
Wolf Laurel Branch (C Tr) supports a wild rainbow trout population. Puncheon Fork downstream of the
branch is stocked with trout as part of the Commission's Designated Public Mountain Trout Water program,
but rainbow trout also reproduce naturally in the creek. Hellbenders (Cryptobranchus alleganiensis, NC -SC
and US-FSC) and other rare species reside in Big Laurel Creek downstream of Puncheon Fork.
We recommend considering how the water withdrawal/s for snow making at the Wolf Laurel ski facility
affect waste assimilation in Puncheon Fork. In the past, the ski facility has removed a considerable
amount of stream flow from Puncheon Fork. There may be a withdrawal on Wolf Laurel Branch as well.
Flow reductions from withdrawals in receiving streams in the area may not have been considered when
modeling was undertaken for these treatment facilities and the more recently permitted Scenic Wolf
Mountain Resort WWTP on Puncheon Fork.

Here are my comments for the permit renewals for:
NC0076431 Carolina Water Service. Inc. of NC - Wolf Laurel WWTP
I met with the on -site operator and did a compliance evaluation inspection at this facility on 3-24-10.
Everything looks good. Attached are that inspection report and the facility cover page.
Here's what I would suggest for the draft permit for CWS Wolf Laurel:

Continue to operate: 0.0244 MGD (0.030 MGD after A to C) extended aeration package WWTP with: 5,000
gallon flow equalization basin including dual grinder pumps and high water alarms; 25,200 gallon aeration
basin with dual (167 cfm) blowers providing diffused air; 5169 gallon circular clarifier with drive unit and
sludge return; 3790 gallon aerobic digestor; flow measurement; tablet chlorinator;1368 gallon chlorine
contact chamber; tablet dechlorinator; post aeration; flow meter; and portable diesel emergency generator.

I met with the owner, Orville English, and the two new employees for the Boys Home and did a compliance
evaluation inspection at this facility on 3-24-10.
Everything looks good. Attached are that inspection report and the facility cover page.

tablet chlorinator, chlorine contact chamber; tablet dechlorinator; and flow -meter.

All solids generated by this facility are pumped and hauled to Metropolitan Sewage District by local
sewage pumpers; usually Able Septic Pumping. All solids pumping is documented in the daily operator
log.
