In accordance with your application for a discharge permit received on June 04, 2019 we are
forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-21S.1 and the Memorandum of Agreement between North Carolina and the CIS
Environmental Protection Agency dated October 1S, 2007 (or as subsequently amended).
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Resources, the Coastal Area Management Act, or any other federal or local
government permit that may be required.
In order to comply with the conditions of NCG020000 to which you are now subject, you are
required to do the following:
➢ Implement a SWPP before beginning operations.
➢ Download and print a copy of the NCGO20000 Permit from the General Permits page on the
NPDES Industrial Stormwater Program web site, which can be reached by typing
"deg.nc.gov/SW-industrial" into your browser and hitting enter.
➢ When you receive an invoice for your annual permit fee each year, pay it promptly.
Electronic payment is convenient and quick, you can access the ePayment web site at:

epayments.
➢ Enroll in electronic Data Monitoring Reports (eDMR) when instructed to do so by the
DEMLR Stormwater Program. You will be contacted in 2021 to begin the eDMR steps. You
can read about eDMR at https_J/deq.nc.gov/about/divisions/energy-mineral-land-
resources/stormwater/ereporting-rule.

➢ Keep information about your facility name, ownership, legally responsible person, address,
and stormwater outfalls up to date. See the industrial Stormwater Program web site for
instructions.
➢ Acquire an approved Operation and Monitoring Plan before mine dewatering discharges
occur at your facility due the potential impact to adjacent wetlands. An Operation and
Monitoring Plan for your facility must be submitted to the Wilmington Regional Office
within 60 days of your receipt of this permit. Contact Dan Sams at the Wilmington Regional
Office at (910) 796-7215 for more information about the approval process.
➢ Note that mine dewatering wastewater includes wet pit overflows that are caused solely by
direct rainfall and groundwater seepage and thus are subject to the limits of this permit.
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral and Land Resources (Division). The Division may require modification
or revocation and reissuance of the certificate of coverage.
