Billy Subject: RE: Park West Village Attachments: Amanda C Boone PE3.vcf Ian, I wanted to follow up with you regarding the culvert crossing along Bristol Creek Drive at Park West Village. The Town is nearing approval of the construction drawings for this project. As part of the construction review we are evaluating the culvert calculations as related to sizing and our requirements. Any additional requirements, such as the 1' bury for fish passage or the bend in the culvert, we leave to DWQ for enforcement under the issued permit. The reasoning for making a clear distinction in responsibilities goes back to past issues with a culvert crossing as part of the Wal-mart project at Shiloh Crossing. Billy; Tom Lowell'; Gyamfi, Joseph Subject: RE: Park West Village Thanks Dan, Joseph Gyamfi (DWQ Storm Water Engineer) and myself reviewed (or re-reviewed) the information regarding this crossing and have the following comments: The project narrative submitted by Carolina Ecosystems, Inc. on May 18, 2010, did not mention the change to culvert design and it is the opinion of this Office that the angled culvert was not clearly presented on the submitted plans. It is unclear why the angled culvert was specified at this location unless it was to stay below mitigation thresholds. We have concerns about the stability of the angled culvert at this location based on the reported volume and velocity calculations and believe a less angled culvert may be more stable and reliable. Billy; 'Tom Lowell' Subject: RE: Park West Village All, Attached is the impact map that was submitted to DWQ for this crossing showing the 6'x3' box culvert. Calculations were not submitted to DWQ but were performed in support of this solution and submitted to the Town. We have since increased the culvert to be a 6'x4' culvert to allow the 1' of bury for aquatic passage. The bend is necessary to stay within the limits of disturbance and maintain the upstream and downstream locations of the natural stream. The Town was not copied on the submittal to DWQ for the 401, but they have the approved permit. What we represent on the plans submitted to the Town is the same as was submitted to and approved by DWQ. The Town has the supporting calculations for the design of the culvert. Although this is probably not the best sheet showing this crossing Dan Miller with Withers & Ravenel could provide you with any sheets that you need.
