We have received word from the City of Gastonia that they intend to lead on the design, permitting, and construction of
the roadway infrastructure (Aberdeen Extension and Lineberger Rd realignment) and will proceed under NCDOT
guidance, as part of their BUILD grant funding approval. Their BUILD grant application includes improvements that were
part of the cities of Gastonia and Lowell comprehensive transportation plans, well before NorthPoint was selected to
develop the Logistics Park. The City intends to perform a qualifications -based selection and hire its own
consultant. Based on this, we have removed the public ROW portions from the project. The attached revised
preliminary site plan illustrates the roadway; however, this will be removed prior to submittal of the IP. Additionally, the
roadway design shown will likely be modified by the City which will include a reduction of impacts through more specific
design techniques. With the removal of the planned roadway infrastructure, the overall impacts of the development
have been reduced to approximately 607 If of stream and 1.0-acres of wetlands (see comment X below).
Alan — responses to your comments are in RED below and the preliminary grading plan is attached for reference.
Bryan — have you had a chance to review the revised site plan? I've attached the latest and greatest for your
reference. Do you have any questions or comments that Alan has not already identified?

I took a quick look. This is usually the starting point for discussion. Comments below

--A, B, C: not sure why all the road crossing a so wide.
This will be addressed by the City.
--Building X at the top. I erased the drive around on the left and proposed/suggest access
following the red line. Also, some adjustment to angle, width reduction, and the SW ponds
(underground SW) could alleviate 1.5 acre of wetland impacts.
This is currently being modified but not yet ready on the site plan. The section of the
roadway through the wetlands is being removed. This should reduce the overall
wetland impacts to around 1-acre.

This will be constructed as part of the stand-alone infrastructure piece. This is a
planned future connection to the Town of Lowell and part of their transportation
master plan.
--RR: this seems to impact layout design. How could the site be utilized with the current
buildings proposed if RR wasn't in the way? Current buildings, sq ft, layout. Not additional
building
This certainly impacts the layout design. Unfortunately, this area is completely off-
limits and is one of those deals that, sadly, can't get done until someone passes away.
--It would appear that if some building utilized underground SW, more warehouse space could
be gained which would possibly allow reduction of space in other buildings
Underground detention is outside my area of expertise but this is the response from
the engineer,
"The footprint for underground detention would be 2x larger, more stream impacts
would likely result, in my opinion, as underground detention depth is very limiting.
Additionally, underground detention is 27x the cost of above ground. $9/cy vs $9/cf."
--The large bldg. at the bottom. By itself the .25 acre isn't a no, if that is was the one building
on a site. However, this building could be manipulated to avoid the impact.
Unfortunately, this is not possible based on the footprint and associated industry
appointed guidelines. We have manipulated the layout in multiple ways, each
position results in > 600 LF of impacts due to placement or grading. Truck courts and
parking on either side of the building must remain as indicated. The building cannot
get any wider as it is prohibited by the fire code due to emergency egress constraints.
--If some of these impacts are due to the grading plan, that might be the next step to
determine if retaining/headwalls would be a means of avoidance and minimization
Grading plan provided. This grading plan with the modifications made based on our
first meeting results in an additional 250,000 CY of earthwork. $4/CY = $1,000,000 in
premiums to avoid the streams as we currently have shown. We will look deeper into
areas where we might be able to implement some additional retaining walls.
