During the site visit, Brian Eades pointed out the new digester that is being built for the Taylorsville WWTP. The new digester will have a 500,000 gallon capacity and increase the residuals storage for the WWTP to 10 months. The digester design will include two blowers and difussion will occur through horizontal pipes with small diffusion holes throughout the pipes. This new digestor is expected to be in service by the beggining of the new year. The addition of this digester will also include a new residuals loading area. The new area incorporates a drain located at the loading station designed to capture any residual over flow and return the spilled residuals to the head of the plant. However, spill absorbant practices will need to be maintained during tanker loading events. JAY ZIMMERMAN Director Subject: Non -Discharge Permit Inspection Town of Taylorsville - Permit No.: WQ0006906 Land Application of Residuals Alexander County Dear Mr. Robinette: Edward Watson of the Mooresville Regional Office (MRO) viewed an active land application event on May 1 Oth, 2017, at fields ID # 08-01. and 08-04 in Alexander County. The inspection was a review of the application process. During the site visit, a review of the residuals loading area at the WWTP was performed. The presence of a stream located near the facility presents concern for the MRO. Should a significant spill occur during the loading of residuals, the residual material may potentially reach the stream and create an impact to surface waters. Currently, it appears that there is no means of capturing residuals materials should a significant spill occur during the loading of the residuals. Several options may be employed as measures to prevent surface water impacts and capture spilled residuals, such hay bales, an earthen berm; or a drain box. Whichever means of capture is employed, Title 15A NCACO2T Operations and Maintenance .1110(4)(a) indicates that spill control provisions need to be incorporated into the process. Finally, a request was made during the site visit to have the Plant Available Nitrogen (PAN) values submitted as an add information for the site visit. This permit recently renewed in July 2016.
