Andy's are bouncing back for me as well. I resent it thru their website email which
seemed to work.
I assumed that the Water Quality Certification would transfer with the Individual Permit
since it's tied to it. Attached is the permit with approved Certification (No. 3751).
Page two of the Certification states the following regarding transfer of ownership.
