The Marshes Light Marina was a previously permitted under CAMA Major
124-05 and DWR #09-0499. The CAMA Major permit was renewed May
10th of 2018 and expired on May 1 st of 2019. The reason for this request
is to pursue a new permit with some modifications to the previously
permitted work.
The proposed project includes additions to the existing marina including; a
660 LF wave attenuator, four new piers with platforms, 93 additional slips
and associated finger piers, and a kayak launch platform. Attached is a
detailed project narrative provided by Michael W. Robinson , P.E, P.L.S.
and associated permit plans.

Project Narrative:
Mashes Light Marina is located on Shallowbag Bay on Roanoke Island in the Town of Manteo,
Dare County North Carolina. The Marina is conveniently located on the Outer Banks with direct
access to the North Carolina Sounds, ICW and the Atlantic Ocean via Oregon Inlet. The location
is perfectly suited to suit the needs of inshore and offshore fishing boats with easy access to
inshore and world class offshore fishing. There is also a growing cruising community, sail and
power which frequent the area. There are few marinas on the Outer Banks and currently there is a
shortage of available slips in nearby marinas, including the Manteo Town Docks and Pirates
Cove Marina both facilities having significant waiting list for slip availability particularly for
long term slip rentals.
Marshes Light Marina has all the amenities a boater would desire including ships store, water and
pump out facility's but suffers significant problems with rough seas within the basin and slip
areas. The Marina opens to the North and East with an unobstructed fetch of 3.3 miles across
Shallowbag Bay and the Croatan Sound. The prevailing winter winds are North East and the
rough water in the marina become untenable during the slightest North East to East wind. The
prevailing South West summer winds also create rough water conditions in the marina. This
rough sea condition results in damage to the slips and moored vessels and is a safety issue to
persons boarding or disembarking. As a result the marina has gotten a reputation among boaters
as being unsafe and not a safe place to dock your boat due to the nearly constant rough water.
Many boaters have rented slips but left after a short time after experiencing these conditions.
Nearby marinas including the Town Docks in Mateo are better protected and do not experience
the rough conditions all to frequent in Marshes Light. These other marinas are full most of the
time. The applicant has come to realize due to several years of lost rentals and constant interest
and dialogue with prospective slip renters that the Marina would be full if it could provide safe
harbor from the rough water
Marshes Light Marina has been in existence for more than 30 years and currently has 60 slips
which are rented on a transient and long term basis. The Applicant currently holds a permit (124-
05) which was transferred to ML Marina, LLC on 3/3/17 and renewed on May 10, 2018.
Referring to the current approved plan entitled "Historic Manteo, Preferred Marina Expansion,
Historic Manteo Development" Sheet No. D, prepared by Quible and Associates, P.C., dated
O1/30/06 with last revised date 04/24/06 the permit allows multiple pier additions and up to 188
slips.
At this time the Applicant seeks to obtain a CAMA permit modification to:
1. Install a new 10' wide North pier in the alignment shown on the referenced site plan.
2. Install three currently permitted 10' wide piers running south from the existing South Pier
in the alignment shown on the referenced site plan.
3. Install an additional 93 slips of various sizes as depicted on the referenced site plan for a
total of 153 slips. Note this is a reduction from the 188 slips originally permitted.
4. Install a Handicapped accessible Kayak Launch off the new North pier with a floating 18'
x 68' platform with a kayak storage rack.
5. Install a wave attenuator running North -South as depicted and detailed on the referenced
site plan to break the seas resulting from conditions identified above.
The modifications are shown on a Permit Modification Plan prepared by Michael W. Robinson
P.E., P.L.S. entitled "APPLICANT: ML Marina, LLC Development, MARINA EXPANSION"
dated 11-26-18, 3 sheet set. Each modification is denoted by a P-(1-6) legend identifier with a
summary of each addition or modification summarized below:
Proposed Permit Modification P-1:
Current approval - 2681.f. of 10' wide pier which has not been constructed with
48 proposed boat slips of various sizes.
Proposed Modifications - 4001.f. of 10' pier with 24 boat slips (8 - 14' x 36'
slips, 8 - 20' x 40' slips and 5 - 24' x 64' slips). Additional Modification includes
a Handicapped accessible Kayak Launch with a floating 18' x 68' platform and
kayak storage rack.
Proposed Permit Modification P-2:
Proposed Modifications - 6601.f. wave attenuator with no proposed slips.
Proposed Permit Modification P-3:
Current approval - 12 proposed boat slips of various sizes accessed from the
existing 10' wide pier.
Proposed Modifications - I I proposed boat slips (24' x 64') accessed from the
existing 10' wide pier.
Proposed Permit Modification P-4:
Current approval - 2151.f. of 10' wide pier which has not been constructed with
24 proposed boat slips of various sizes
Proposed Modifications - 2221.f. of 10' pier with 24 boat slips (12 - 18' x 38'
slips and 12 - 18' x 30' slips).
Proposed Permit Modification P-5:
Current approval - 201 l.f. of 10' wide pier which has not been constructed with
26 proposed boat slips of various sizes
Proposed Modifications - 201 l.f. of 10' pier with 24 boat slips (12 - 15' x 30'
slips and 12 - 15' x 25' slips).
Proposed Permit Modification P-6:
Current approval - 160 l.f. of 10' wide pier which has not been constructed with
11 proposed boat slips of various sizes
Proposed Modifications - 160 IS. of 10' pier with 11 boat slips (14' x 22' slips).
As previously outlined this project will serve the growing needs of the Outer Banks Boating
Community and the CAMA permit modification will resolve a significant use and safety issue
within the existing marina. This will allow many more boaters to make use of this well located
marina.

Authorizing development in Dare County at Shallowbag Bay, 200 Dartmore Street,
Manteo , as requested in the permittee's application dated letter
dated 3/26/18.
This permit, issued on May 10, 2018 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
1) This renewal shall be attached to Permit No. 124-05, which was transferred to the permittee on
3t3117, and copies of all documents shall be readily available on site when a Division representative
inspects the project for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewal.
NOTE: The N.C. Division of Water Resources has assigned the proposed project DWR Project No.
09-0499.
NOTE: The U.S. Army Corps of Engineers has assigned the proposed project SAW Action Id. No.
2009-00882.
NOTE: A permit renewal application processing fee of $100 was received by DCM for this project.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
May 1, 2019
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.
