Stormwater Permit No. SW6160401 Major Modification

Dear Mr. Hutchins:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Major Modification Application for the subject project on September 29,
2020. A review of that information has determined that the application is not complete. The
following information is needed to continue the stormwater review:
1. In accordance with Chapter 89C of the North Carolina General Statutes, any individual
performing engineering services in the State of North Carolina must be licensed in North
Carolina. The project will need to be signed and sealed by a North Carolina professional.

2. According to the stormwater report, the Training Group Headquarters (PN 79437) is
included in this analysis. According to our records, this project is permitted under a
separate permit (SW6130403 — project named "SOF Group Headquarters" according to
our database). This permit will either need to be rescinded if the entire project area is
being incorporated into SW6160401 or modified if the entire project area is not being
incorporated. The project area associated with this permit should be indicated on the
submitted plans.
3. Please provide an existing conditions plan [15A NCAC 02H .1042(2)(g)(v)].
4. Please provide a detail of the infiltration system [15A NCAC 02H .1042(2)(h)].
5. Please provide calculations showing that the outlet from the infiltration system is
designed to prevent erosion during the peak flow from the 10-year storm [15A NCAC
02H .1050(4)].

6. Infiltration systems require pretreatment before runoff enters the system [ 15A NCAC
02H .1051(4)]. The submitted supplement form lists skimmer basins as the pretreatment
system. These are erosion control devices and not permanent post -construction devices.
7. Please label the street names on the site plan, grading plan, and drainage area plan.
8. Please submit the most up-to-date Supplement EZ form. The form can be found on the
Stormwater Design Manual website.
9. Please verify that the north arrow is correct. According to permit number SW6150502,
the SOF Language and Cultural Center is at the northwest quadrant of Gruber Street.
However, it appears at the southeast corner in the submitted plans.
10. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other
documents. Pdfs must be uploaded using the form at:
hgps:Hedocs.deg.nc.gov/Forms/SW_Project Submittal
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to January 3, 2021, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW6160401 on all correspondence.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
