SUBJECT: Major Modification Request for the Town of North Topsail Beach
The Division of Water Resources (DWR) has reviewed the major modification request to
CAMA major permit #79-10, which was received by our office on October 10, 2020. As
proposed the project would consist of the placement of approximately 187,000 cubic yards of
beach compatible sand above mean high water along 22,00 linear feet of oceanfront shoreline
from public beach access BA13B (Station 900+00) to just south of Topsail Reef Villas (Station
135+00). Upon our review of the files NCDWR 401 Water Quality Certification No. 2008-
1764v5, and coordination with the USACE, this office has determined that the proposal to utilize
upland mined sand to restore and reconstruct the hurricane damaged dune system along the
oceanfront does not require further written authorization and continues to be covered by
General Water Quality Certification No. 4097 (GC 4097).
