Dear Mr. Vinson:
This response is in reference to incident number 202002784, which occurred on October 12, 2020
at NC 42 West. The SSO was due to unexpected failure of a pipeline due to corrosion in a concrete
pipe. This entire pipeline had previously been lined in 2001 with a structural CIPP liner under a
very busy highway. There was no way the City would have known that the liner had failed and
separated from the pipe, as this was a premature failure after only 19 years of service. The pipeline
itself is only 42 years old and should not have failed. The entire pipeline is now in the CIP for
replacement for FY2021-2022. With double piping (pipe + liner) in our opinion there is no
reasonable reason for the City to anticipate failure of the pipeline and should not be held
responsible beyond the NOV. Contact us if you have any further questions.
