County. On-site septic systems will be installed. Equipment to be used (but not limited to) is as follows: rubber tire back
hoe, grading equipment, dump trucks, box blades, bush hog, mowing equipment, excavators, automobiles, tree removing
equipment and concrete and asphalt installation equipment. Also, equipment used in the construction of a private
residence.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The proposed impact has been modified from the original proposal of aliging the swale within the wetlands to channel water
into the wetland area to a design where the swale cross cuts the headlands of the wetlands. The initial impact has been
increased from 0.021 to 0.022 to reduce the potential impacted area from 0.039 acres outside on the swale to 0.018 outside of
the swale. So the overall impact combined with the potential impact has been reduced from 0.06 acres to 0.04 acres. The
alignement (and not the the alignment located along the fronts of lots 9, 10 and 11) because the topography of the site would
divert the surface water to the south away from the wetlands. This alignment alows the surface waters to flow towards and
into the uplands headward of the wetlands and flows surface water into the wetland.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
During excavation of the swale, equipment utilized will remain out side of the unimpacted wetlands and fill material will be
placed on uplands outside of the area of impact. I the event machinery is required to enter into the surrounding wetlands track
mounted equipment will be utilized and if necessary mats will be utilized. In the event any additional disturbance is necessary,
the areas will be returned to their originial condition and required.

D&J Properties of Hampstead, LLC is proposing to construct a residential development
on approximately 25 acres of land located just northwest of Hampstead, NC at the corner of
NCSR 1002 and NCSR 1573. Proposed access to lots in phase 1 will be directly onto NCSR
1573 and access to lots in phase 2 will be provided by private roads. The site will be afforded
public water via the extension of adjacent Pender County mains and is to be sewered by
individual onsite septic systems.
I Site Description
' The topography of the site area is generally flat, with slopes ranging from 0 - 5% in most
areas. An unnamed tributary to Harrisons Creek is located to the east of the property, forming
much of the eastern boundary. A number of natural draws extend into the site. Slopes are
steeper adjacent to these drainage features.
The site is presently in a wooded state. Recent bushhogging of upland portions has
been conducted to enable surveys and septic evaluations. Lot sizes in excess of 0.5 acres will
allow significant amounts of vegetation to remain between site improvements and drainage
' features.
Adjoining property is primarily undeveloped woodland. Larger residential developments
are located to the north.

Soils
Soils in the project area are mapped in the Pender County Soil Survey as Baymeade
Fine Sand, which is characterized as a well drained soil with rapid infiltration, moderately rapid
permeability, and slow surface runoff.
Access
The property is afforded frontage on both NCSR 1573 and NCSR 1002. Lots 1-7 front on
NCSR 1573 and will be accessed by individual driveways. Lots 8-29 will front on a proposed
network of private roadways that will be accessed via a single driveway off of NCSR 1573. Lots
with double frontage will be prohibited from directly accessing NCSR 1573 and/or NCSR 1002 by
way of a recorded non-access buffer.
Utilities
Lots 1-7 will be provided water by way of direct taps onto the existing Pender County 6"
water main located in the near shoulder of NCSR 1573. Lots 8-29 will be provided water by way
of an extension of 6" and 2" water mains. The extension will utilize a single tap onto the existing
Pender County 6" water main located in the near shoulder of NCSR 1573.
All lots will be sewered by individual onsite septic systems.
Planned Erosion and Sedimentation Control Practices
An undisturbed wooded buffer will be left in place wherever practicable to slow surface
runoff, especially around steeper slopes associated with natural drainage features. Silt fencing
will be used around the perimeter of the site where vegetated buffers are inadequate to treat
sheet flow. Silt fence will also be used around flared end pipe sections. Temporary gravel
construction entrances will be located at the location of the proposed private roadway as well as

entrances to lots fronting on NCSR 1573. Sediment traps will be installed at 3 locations where
drainage exits the proposed private roadway swales. Temporary check dams will be installed
along the existing ditch sections of NCSR 1002 and NCSR 1573.
Planned Stormwater Management Practices
A low density stormwater permit will be sought as the site drains to class C waters will
have built upon area of 24%. Roadside swales will be utilized to satisfy NCDENR low density
stormwater treatment requirements. Roadside swales will outlet at locations of existing drainage
features in an effort to mimic predevelopment drainage patterns. Culvert sizing along NCSR
1573 shall be in accordance with NCDOT driveway permits, but in no case less than 18 inches.
