III. Certification Statement:
I Jeff Theberge, CFPUA Eng. Mgr certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

NARRATIVE
DWM2-DISTRIBUTION, PH IV 1-140 BUSINESS PARK
SEWER SYSTEM:
This private duplex grinder pump station and force main system is designed to service a
distribution warehouse with 89 employees. A total of 35 LF of 2-inch sewer line will be
needed to complete the system. The private pump station will serve the single building.
It will connect to the recently completed 8-inch force main owned by the Cape Fear
Public Utility Authority (CFPUA). The design flow of the station is 2,825 GPD. The
pump station reliability of the station is per 15A NCAC 02T .0305 (h)(1)(C). A portable
pump power source shall be dedicated to backup of this station. A letter will be
provided that the portable source of power is owned or contracted for by the permittee
and is compatible with the station. Telemetry is provided at the station with remote
notification if a power outage or problem occurs. A high-water audio and visual alarm
are provided.
There are two (2) separate conditions that occur at the connection point to the CFPUA
force main. The design condition is where the upstream pumps that connect to the
force main are off. This results in a very low head condition to pump into the 8-inch
force main. This condition will result in a condition of approximately 15.4 GPM at 1 V
TDH. The second condition is with upstream pump on. The CFPUA can give us little
confidence in the pressure to overcome. Our max pump operating will be approx. 6.6
GPM at 191' TDH.
The MDC requires, if practical, a minimum of 2 cycles per hour. Due to the ADF and
the duplex pump / wet well requirements, it is not practical to meet the 2 cycles per hour
requirement.
Also, the MDC requires a minimum of 2 FPS in all forcemain design. Due to the
extreme conditions that the pump station must overcome, we cannot provide 2 FPS in
the desired 2-inch forcemain. We do not recommend downsizing the forcemain to less
than 2-inch.
This system will be served by the CFPUA.
