The bank at this time has been undermined and has collapsed in several locations. The collapsing and undermining is causing large amounts of soil to be dumped into the river. The bank undermining if it continues will affect the structural stability of the residence. List the total estimated acreage of all existing wetlands on the property: None List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: 147 feet Explain the purpose of the proposed project: . The project is to add riparian protection to the bank to prevent the undermining. Describe the overall project in detail, including the type of equipment to be used: Project consists of placement of filter fabric and boulders to provide a riparian barrier to prevent erosion. The work will be performed using a 150 track hoe with a 20 foot reach and hydraulic thumb. Use of the track hoe with a large reach will decrease the damage to the bank from additional collapse. The track will scrape the bottom of the bank to allow for a rock base to be installed. This will be performed earlier in the morning before water is released by Duke Power raising the water level. This will minimize the impact to the river quality. Then the boulders will be added building up the bank. On the top of the bank swales will be added to reduce any water runoff down the bank. The existing grass damaged during the work will be seeded and a fabric installed to prevent erosion while the grass takes root. In addition two trees will be planted in the swale areas adjacent to the bank to provide future shade and protection. A stair made out boulders will be added to provide access to the river for fishing and pleasure without potential damage to the bank protection. Impact Justification and Mitigation Avoidance and Minimization Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The river runs along side of the property line and undermining and erosion are throughout the length of the river bank. Severe erosion of the soil into the river has resulted in large build-up of soil on the river bed. Resulting in an impact on the river water quality. This erosion if not stopped will impact the structural integrity of the existing residence. The reasonable way to stop the soil erosion is to add riparian barriers along the river bank. This will stop the erosion and provide protection of the residence foundations. Filter fabrics will be placed along with a riparian barrier to prevent further erosion. A swale will be placed at the top of the bank to minimize water shed effect down the bank. Two trees will also be added to provide future shading and protection. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The initial work will be performed early in the morning before Duke Power release the water upstream and the water height rises. Early in the work the filter fabric will be installed to the stabilize the bank and prevent erosion while the boulder are placed. After the construction of the riparian barrier the top of the bank will be contoured to provide swales to reduce water washing down the banks. The disturbed area will be seeded.
