PART 1: INTRODUCTION
The purpose of this Stormwater Management Plan (SWMP) is to establish and define the means by which
the City of Asheville will comply with its National Pollutant Discharge Elimination System (NPDES)
Municipal Separate Storm Sewer System (MS4) Permit and the applicable provisions of the Clean Water
Act to meet the federal standard of reducing pollutants in stormwater runoff to the maximum extent
practicable.
This SWMP identifies the specific elements and minimum measures that the City of Asheville will
develop, implement, enforce, evaluate and report to the North Carolina Department of Environmental
Quality (NCDEQ) Division of Energy, Minerals and Land Resources (DEMLR) in order to comply with
the MS4 Permit number NCS000435, as issued by NCDEQ. This permit covers activities associated with
the discharge of stormwater from the MS4 as owned and operated by the City of Asheville and located
within the corporate limits of the City of Asheville.
In preparing this SWMP, the City of Asheville has evaluated its MS4 and the permit requirements to
develop a comprehensive 5-year SWMP that will meet the community's needs, address local water
quality issues and provide the minimum measures necessary to comply with the permit. The SWMP will
be evaluated and updated annually to ensure that the elements and minimum measures it contains
continue to adequately provide for permit compliance and the community's needs.
Once the SWMP is approved by NCDEQ all provisions contained and referenced in this SWMP, along
with any approved modifications of the SWMP, are incorporated by reference into the permit and become
enforceable parts of the permit.

3.1 Permitted MS4 Area
This SWMP applies throughout the corporate limits of the City of Asheville, including all regulated
activities associated with the discharge of stormwater from the MS4. The map below shows the corporate
limits of City of Asheville as of the date of this document,
The jurisdictional and MS4 service area for the City of Asheville is 45.73 square miles. The
source of this information is the City of Asheville, Public Works Department and Asset
Management Division, which updates jurisdictional and geographical boundaries as they occur.

3.2 Existing MS4 Mapping
The current MS4 mapping that is available to the public includes approximate locations of pipes, inlets
and catch basins. Map Asheville Link
The City also maintains internal data that includes pipe sizes, material type, elevations, outfalls, curb &
gutter and ditching areas on known systems.

3.3 Receiving Waters
The City of Asheville MS4 is located within the French Broad River Basin and discharges directly into
receiving waters as listed in Table 2 below. Applicable water quality standards listed below are compiled

3.4 MS4 Interconnection
The City of Asheville MS4 is not interconnected with another regulated 1v34 and directly discharges to
the receiving waters as listed in Table 2 above.
3.5 Total Maximum Daily Loads (TMDLs)
The City of Asheville currently has no TMDL's.
3.6 Endangered and Threatened Species and Critical Habitat
Significant populations of threatened or endangered species and/or critical habitat are identified within the
regulated MS4 urbanized area, as determined by a review of the Endangered and Threatened Species and
Species of Concern by County for North Carolina Map and Listed species believe to or known to occur in
North Carolina as provided by the U.S. Fish and Wildlife Service. Of those species listed, Table 4
summarizes the species that may be significantly impacted by the quality of surface waters within their
habitat.

3.8 Non-Stormwater Discharges
The water quality impacts of non-stormwater discharges within the City of Asheville are summarized in
Table 6 below. The unpermitted non-stormwater flows listed as incidental do not significantly impact
water quality. The City of Asheville has evaluated residential and charity car washing and street
washing for possible significant water quality impacts.
Street washing discharges are addressed under Lite Pavement Management Program in Part 10 of this
SWMP. The Division has not required that other non-stormwater flows be specifically controlled by the
City of Asheville.
Wash water associated with car washing that does not contain detergents or does not discharge directly
into the MS4 is considered incidental. However, these types of non-stormwater discharges that do
contain detergents have been evaluate by the City of Asheville to determine whether they may
significantly impact water quality. While there are residential and charity car washing occurrences it is
not of the magnitude to significantly impact water quality. However, the City will continue to educate
the general public on the hazards associated with car washing. Measures to address these target
pollutants are provided in Part 5 of this SWMP.

3.9 Target Pollutants and Sources
In addition to those target pollutants identified above, the City of Asheville is not aware of other
significant water quality issues within the permitted MS4 area from specific non.stormwater discharges.

The City of Asheville works with Environmental Quality Institute (EQI) for the testing of six stream site
samples within the city. EQI has been developing an on -going water quality database of Western North
Carolina watersheds. The purpose of the research is to continue and expand the long-term monitoring of
stream sites within Buncombe County. The cost is being shared by the Buncombe County Soil & Water
Conservation District (SWCD), Metropolitan Sewerage District (MSD) and the City of Asheville
Stormwater Services. The major focus of the monitoring is to identify problem areas as well as areas with
high water quality that need to be maintained and to monitor areas where water quality improvement
projects will be taking place. This contract with EQI, offers technical assistance through laboratory
analysis of samples and statistical data analysis of monitoring results. Volunteers take these samples
through EQI Guidelines.
The overall goal of the proposed research is to assess the present water quality of representative streams
and rivers within the City of Asheville. Specific objectives include:
➢ Analyze water samples from six sites in Asheville for eight chemical parameters monthly, with
this contract it brings the total number of sites being tested currently in Buncombe County to 47;
➢ Analyze the data statistically for trends between sites (spatial) and trends within sites over time
(temporal); and
➢ Use the results of the analyses to assess the ability of the steams to support their various current,
intended, and potential uses.
EQI laboratory analyzes all samples for the following parameters; pH, ammonia -nitrogen, nitrate -
nitrogen, orthophosphate, total suspended solids, alkalinity, turbidity, and conductivity.
Table 7 below summarizes the water quality pollutants identified throughout Part 3 of this SWMP, the
likely activities/sources/targeted audiences attributed to each pollutant, and identifies the associated
S WMP program(s) that address. In addition, the City of Asheville has evaluated schools, homeowners
and businesses as target audiences that are likely to have significant stormwater impacts.

4.1 Organizational Structure
The City of Asheville Public Works Stormwater Division is the primary agency responsible for managing
the City's NPDES MS4 stormwater permit, the MS4 system and the SWMP. Implementation of the
requirements within the permit and SWMP activities are coordinated with other applicable City
departments as necessary.
Stormwater Division staff under the direction of the Stormwater Division Manager, is responsible for the
fulfillment of most of the activities discussed in this SWMP. Exceptions to this includes the City's
Development Services Department, which is the primary department responsible for Development and
Redevelopment Plan Review along with Construction Site Stormwater Runoff Control,

4.2 Program Funding and Budget
In accordance with the issued permit, the City of Asheville shall maintain adequate funding and staffing
to implement and manage the provisions of the SWMP and comply with the requirements of the NI -DES
MS4 Permit. The budget includes the permit administering and compliance fee, which is billed by the
Division annually.

4.3 Shared Responsibility
The City of Asheville does not share the responsibility to implement any of the six minimum control
measures.

PART 5: PUBLIC EDUCATION AND OUTREACH PROGRAM
The City of Asheville will continue to implement a Public Education and Outreach Program to distribute
educational materials to the community or conduct equivalent outreach activities about the impacts of
storm water discharges on water bodies and steps the public can take to reduce pollutants in storm water
runoff.
The City's public education and outreach program reaches abroad representation of the city's population
through various methods:
• School Presentations: School presentations are provided to students from preschool through high
school. The presentations are customized to the grade level and provide lessons that focus on the
water cycle, pollution prevention and non -point versus point sources of pollution.
• Public Presentations and Events: Public presentations are provided upon request to a variety of
audiences such as homeowners associations, commercial sectors and City Council appointed
boards.
• Website: A wide range of pollution prevention, water quality, and flood information is
maintained on the City of Asheville Stormwater Services website
• Yublic Education Materials: A wide variety of printed media and promotional materials about
pollution prevention is maintained and provided to the community. This includes brochures,
booklets and promotional materials such as pens, pencils, backpacks, water bottles, etc. Print
media and promotional products are distributed during community events, presentations, school
presentations and direct mailings.
The target audiences and identified pollutants listed in Part 3.9 of this SWMP, which will be addressed by
the Public Education and Outreach Program, are summarized in Table 12 below. In addition, the City of
Asheville is required to inform businesses and the general public of the hazards associated with illicit
discharges, illegal dumping and improper disposal of waste.

PART 6: PUBLIC INVOLVEMENT AND PARTICIPATION PROGRAM
During the development of the City's stormwater and erosion control ordinance, the City had an advisory
committee. The goal of this committee was to assist in the development of the ordinance and provide
input on issues related to the stormwater ordinance. Following the development of the ordinance, the
committee transitioned to a committee that would review Notice of Violation appeals. This committee
meets only as needed.
The City of Asheville partners with Asheville Greenworks to provide an Adopt -a -Street Program.
Participants agree to pick up litter from their adopted street at least six times per year. Greenworks
provides groups with bags, vests, gloves, and pick-up sticks. The City of Asheville provides garbage
pickup and signs on the street to recognize the litter reduction efforts.
Storm drain stenciling is labeling a storm drain inlet with a message reminding the public not to dump
anything into the storm drain as it flows to local waterways. The stenciled message reminds would-be
dumpers and passers-by that the storm drains connect to local water bodies and that dumping pollutes
those waters. The City of Asheville partners with Mountain True and RiverLink to provide storm drain
stenciling in our community. The city provides the stenciling equipment to Mountain True and
RiverLink, they organize and provide the volunteers.
Through a variety of boards and commissions established by Asheville City Council, citizens can provide
input on the policies that shape their government and their city. There are currently more than 30 boards
and commissions that advise the Mayor and City Council on an array of issues. A number of these boards
and commissions periodically discuss issues directly related to stormwater. Examples of these boards and
commissions may include: Planning and Economic Development Committee, Planning and Zoning
Commission, Soil Erosion/Stormwater Review Committee, Sustainability Advisory Committee on Energy
and the Environment, and Urban Forestry Commission. The public can share input on stormwater issues
and the stormwater program with any of these boards or commissions, as well as a sub -committee of
Council. Moving forward, the Stormwater Division will ensure to be included on the agenda for at least
one of these boards or commissions on a bi-annual basis to allow the public to provide input on
stormwater issues and the stormwater program.
This SWMP identifies the minimum elements and implementation of a Public Involvement and
Participation Program that complies with applicable State, Tribal and local public notice requirements.

PART 7: ILLICIT DISCHARGE DETECTION AND ELIMINATION PROGRAM
The City of Asheville will develop, manage, implement, document, report and enforce an Illicit Discharge
Detection and Elimination Program which shall, at a minimum, include the following illicit discharge
detection and elimination BMPs.
Stormwater Svstem Inventory Ca ital Projects and Camera Crew
The MS4 Audit Report finalized December 18, 2018, noted the City's stormwater system map identifies
receiving streams, but does not identify major outfalls. Although the locations of outfalls can be inferred
by identifying where the storm sewer intersects with receiving waters, the current map does not show the
locations or other attributes of major outfalls. Moving forward and to address deficiencies noted in the
MS4 Audit, the City will develop a four-year plan in Permit Years 1-2 to achieve 100% mapping of the
MS4 by Permit Year 5, which includes gathering additional data for outfalls. Field staff will collect
Stormwater infrastructure data using tools such as Global Positioning System (GPS) units and outfalls will
be classified, which will then be entered into a GIS database. Once the four-year plan is implemented, the
outfalls and overall stormwater system inventory will continue to be updated as new components are
located and new infrastructure is put in place. New stormwater infrastructure is entered into the system as
digital information is supplied for new projects. The camera crew also collects stormwater infrastructure
data for existing systems. In addition, an outfall inspection program will be implemented as a means to
identify dry weather flows and illicit discharges.
Procedures/Guidelines for Administration and Enforcement
While procedures are followed to administer and enforce the Stormwater Ordinance regarding illicit
discharges and connections, more formal and detailed administration and enforcement procedures will be
established, including guidelines on when a Notice of Violation (NOV) is to be issued and the proper
sections of the ordinance to be cited. These procedures will also include template files to be completed
for the issuance of written NOVs. Procedures will also describe the proper documentation and tracking to
be maintained for enforcement purposes.
IDDE Plan
While the City maintainsap a n IDDE program as identified in the MS4 Audit Report finalized
December 18, 2018, it does not contain procedures by which the City implements all elements of the
IDDE program. To address deficiencies listed in the MS4 Audit, the City will develop a draft IDDE Plan
to detect and address illicit discharges, illegal dumping and any non-stormwater discharges identified as
significant contributors of pollutants to the MS4. All illicit discharge information is recorded on the
IDDE Complaint Spreadsheet. This tracking system enables the City to measure the IDDE program
effectiveness and assists with the evaluation of the overall IDDE program. The IDDE Plan will provide
standard operating procedures and documentation to address the following in more detail:
• Local priority areas likely to have illicit discharges;
• Conduct routine dry weather outfall inspections
• Identify illicit discharges and trace sources;
• Eliminate the source(s) of an illicit discharge; and
• Evaluate and assess the IDDE Program,

PART 8: CONSTRUCTION SITE RUNOFF CONTROL PROGRAM
In accordance with 15A NCAC 02H .0153, the City of Asheville relies upon the North Carolina
Sedimentation Pollution Control Act (SPCA) of 1973 and the NCG010000 permit for construction
activities as qualifying alternative programs to meet the NPDES MS4 Permit requirements for all
construction site runoff control measures to reduce pollutants in stormwater runoff from construction
activities that result in land disturbance of greater than or equal to one acre and any construction activity
that is part of a larger common plan of development that would disturb one acre or more.

The City requires formal plan reviews for construction projects as small as 10,000 square feet, whereas
the SPCA requires stormwater plan approval and permit issuance for projects greater than one acre.
Small residential projects occasionally begin construction without going through the plan review process
because the property owner does not know of the requirement. In those cases, the City becomes aware of
the project via citizen complaints. This has never happened for a project greater than one acre.
Staff Trainine
All newly hired inspectors go through a 10 day training program and are provided with a training manual.
All Site Engineering Division inspectors must become Certified Erosion, Sediment and Stormwater
Inspectors through Envirocert International within the first 6 months of employment to remain employed.

An inspection required for all projects with land disturbance over 25,000 sq, ft. per City of Asheville
UDO 7-12-2(g)(5), by a NC licensed or certified professional. Inspection shall occur at the frequency

PART 9: POST -CONSTRUCTION SITE RUNOFF CONTROL PROGRAM
This SWMP identifies the minimum elements to develop, implement and enforce a program to address
stormwater runoff fiom new development and redevelopment projects that disturb greater than or equal to
one acre, including projects less than one acre that are part of a larger common plan of development or
sale, that are located within the City of Asheville and discharge into the MS4. These elements are
designed to minimize water quality impacts utilizing a combination of structural Stormwater Control
Measures (SCMs) and/or non-structural BMPs appropriate for the community, and ensure adequate long-
term operation and maintenance of SCMs.
In accordance with 15A NCAC 02H .0 ] 53 and .10173 the City of Asheville implements the following

3.6.6: Fecal Coliform Reduction

Measures to control, to the maximum extent practicable, sources of fecal coliform per 15A NCAC 02H .1017(7).
At a minimum, the program shall include: (a) A pet waste management component, which may be achieved by
revising an existing litter ordinance, and (b) An on -site domestic wastewater treatment system component, if
applicable, which may be coordinated with local county health department, to ensure proper operation and
maintenance of such systems. This permit requirement is fidly met by the existing post -construction program, see
references provided in Table 19.

PART 10: POLLUTION PREVENTION AND GOOD HOUSEKEEPING PROGRAMS
This SWMP provides a comprehensive pollution prevention and good housekeeping strategy for the City
of Asheville municipal facilities and operations. Pollution prevention and good housekeeping is
accomplished through the implementation of seven required programs, which collectively address the
ultimate goal of preventing or reducing pollutant runoff from municipal operations such as park and open
space maintenance, fleet and building maintenance, new construction and land disturbances, and
municipal storm sewer system maintenance.
Pollution prevention and good housekeeping for municipal operations includes the following programs:

Pavement Management Program
The City
of Asheville currently maintains an inventory of all municipally -owned properties and annually
inspects the following facilities based on institutional knowledge of these facilities potential for
stormwater pollution:

Building Maintenance Facility

Fire Stations

Transit Station
As part of the inspections each of the above facilities receives staff taming on pollution prevention and
good housekeeping along with spill response procedures.
The following are municipal facilities that hold a stormwater permit:
• Transit Station NCG 080681
• Fleet Management NCG 080682
As identified in the MS4 Audit Report finalized December 18, 2018, the City will prepare a written O&M
program specifying inspection and maintenance requirements as part of that program. The City will
conduct a documented evaluation of all municipally owned facilities/properties for the potential to
generate polluted stormwater runoff.
The City of Asheville has an agreement with RiverLinc (a volunteer organization) to perform monthly
inspections and routine maintenance of municipally -owned struchiral SCMs. RiverLink provides the City
with a spreadsheet documenting the inspections and maintenance. RiverLink staff are certified in SCM
Inspection & Maintenance through N.C. State University.

Department. Herbicide is only applied by employees with applicator licenses and is not applied to curb
and gutter areas near waterbodies.
Best Management Practices are in place to prevent stormwater pollution associated with street sweeper
cleaning activities. Street sweepers are currently disposing of collected material at the Buncombe County
Transfer Station and washing out the sweepers at the City's General Services facility where there is a
wash pad plumbed to an oil/water separator and subsequently to the sanitary sewer. Also at this location
other municipal vehicles are washed.
The City of Asheville will manage, implement and report the pollution prevention and good housekeeping
BMPs as specified in Table 21 below for each required program.
