At the time of the inspection,no sand dredging had ever been performed at the sites. The property is for sale to be developed by Caromont Healthcare, and as such, will not be used for sand dredging. The permits are currently being rescinded at the request of the permitttee. If Barringer Sand, LLC decides to dredge for sand in the future, you will be required to obtain new permits. Part II- DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Volume of wastewater: 0.624 MGD (Design Capacity) b. What is the current permitted capacity: N/A c. PART IV- EVALUATION AND RECOMMENDATIONS The applicant, Barringer Sand, LLC has requested that the subject permit be modified to allow for the use of a single settling basin in lieu of a two-basin design as previously submitted. This will eliminate one of the two outfalls approved under the current permit. The dredged material will be discharged to a stockpile area with the settling/collection basin located downslope from this area. A berm will be constructed to insure that all dredged water is directed into the settling basin. The discharge from the single settling basin will exit the basin through a rock filter and then discharge down the stream bank through a rip rap lined channel. It should also include a present value of costs analysis as outlined in the Division's "Guidance For the Evaluation of Wastewater Disposal Alternatives". 11) Additional Application Requirements: For new or proposed discharges, the following information must be included in triplicate with this application or it will be returned as incomplete. a) 7.5 minute series USGS topographic map (or a photocopied portion thereof) with discharge location clearly indicated. b) Site map, if the discharge is not directly to a stream, the pathway to the receiving stream must be clearly indicated. This includes tracing the pathway of a storm sewer to its discharge point. c) If this application is being submitted by a consulting engineer (or engineering firm), include documentation from the applicant showing that the engineer (Or firm) submitting the application has been designated an authorized Representative of the applicant. d) Final plans for the treatment system (if applicable). The plans must be signed and sealed by a North Carolina registered Professional Engineer and stamped-"Final Design-Not released for construction". e) Final specifications for all major treatment components (if applicable). The specifications must be signed and sealed by a North Carolina registered Professional Engineer and shall include a narrative description of the treatment system to be constructed. The modification is the relocation of the collection system or basin that will be used for Erosion Control and for collection of the water during dredging. The other two previously proposed basins will not be used. Approximately 1,300 gallons of water per minute could be discharged during the dredging operation. Eight (8) hours of operations per day would result in 624,000 gallons daily of dredge generated water. The basin can contain the runoff from the 10-year rain event. The basin has a theoretical targeted particle collection size of 12 microns (see Attachment B) during the dredging activities. The predominantly sandy streambed that will be dredged has at least 95% of the material retained on the No. 200 sieve (74-micron particle size). The applicant plans to dredge 2250 linear feet of the receiving stream for sand that will be rough screened to remove woody debris and then sold. The discharge will exit the settling basins through a rock filter and then discharge down the stream bank through a rip rap lined channel. Following is a discussion of the project information and our evaluations. GENERAL PROJECT INFORMATION The Johnson Mine No. 1 will consist of dredging about 2250 linear feet of Dutchmans Creek in Mount Holly, North Carolina (See Figure 1, Attachment A). The proposed mine limits consists of 14.95 acres of land with up to 5.0 acres to be disturbed (includes stream dredge limits and stockpile area). The treatment process will be two sediment basins that will also be used for Erosion Control Collection for the stockpile area (see separately submitted mine maps). No processing of the sand on-site will be conducted except screening the wood from the sand. This will be conducted as the material is discharged from the dredge. Alternatively, the may be dry screened to remove the wood. The water transported with the sand during dredging will be the only process water generated.. Approximately 1,300gallons of water per minute could be discharged during the dredging operation. (Only one basin will be operated at any given time.) Eight (8) hours of operation per day would result in 624,000 gallons per day of dredge generated water. Page 2 Johnson Mine No. 1 STREAM LOW FLOW CONDITIONS The discharge from the basin will eventually discharge back to the stream, and no net depletion of stream water will occur. Furthermore, due to the agitation of the water during dredging, the oxygen level in the stream will be increased by these activities. Therefore, the 7Q10 and 30Q2 flow statistics were not verified for this project. BASIN SETTLEMENT TREATMENT EFFICIENCY The predominantly sandy stream bed has at least 95% of the material retained on the No. 200 sieve (74 micron particle size). The basin has been designed (to include consideration of the basin shape) to target the 30 micron size. Therefore, the basin collection efficiency is at least 95% and more likely in the range of 99% (clays and fine silts will not be collected by the basin (See Attachment B for calculations). ALTERNATIVE ANALYSIS From a technical standpoint, allowing the dredge water to be discharged back to the stream is the most appropriate alternative. No net water loss would occur for the stream and the oxygen content would also be increased in the stream. Non-discharge of the water was evaluated as an alternative for this project. The water would be discharged as a spray irrigation system. A subsurface disposal system was not considered as this type of system would cost more than the surface spray irrigation system. Disposal to the local sewer system would not be allowed, because 624,000 gallons of water per day is the equivalent to 1300 — four bedroom homes. Due to tax based considerations, it is unlikely that the local utility would allow the dredge water to be discharged into their sewer system. Attachment C contains the economic analysis for the spray irrigation system. Due to erosion control and collection considerations, the basin is required even with the spray irrigation system. Therefore, the basin is considered at no alternative cost for this evaluation. For the land costs only, the initial costs would be $318,000.00 for the spray irrigation system.
