Mr. Scheller,
I just left you a voice message regarding an upset condition at Southern Power's Plant Rowan County located in
Salisbury, NC. The call was to make the required 24-hour telephone notification of the upset, but I wanted to follow up
via email since I did not reach you directly.
The facility operates under Permit NCG500582 and discharges to Second Creek. The upset condition consisted of an
elevated concentration of Total Residual Chlorine in the facility's cooling tower blowdown that resulted from a frozen
chemical treatment line. The upset condition was identified overnight and the cooling tower blowdown was promptly
stopped at 2:21 am this morning (December 2, 2020).
We will be submitting the required 5-day written follow-up report with additional details.
