Please find enclosed a copy of the revised plans for the Elk Branch Restoration Project as well as
the revised section of the pre-construction notification application. A pdf file of each document
has been forwarded to you so that you have an electronic copy as well. The revisions contained
within the plan sheets are based on our discussions with the NCDWQ and USACOE regarding
the restoration approach proposed for Reaches 1 and 2 of Elk Branch. The section identified on
the revised plans as Reach A will consist of using an Enhancement I approach. A Priority I
Restoration approach will extend below the culvert located in the vicinity of the barn to move the
stream off the valley wall and will only be extended downstream of the culvert to the extent
necessary to transition into the Enhancement reach. Reach A will then transition into Reach B,
another Priority I Restoration reach. It was also agreed that restoration would extend upstream of
the 90-degree bend to transition into the realignment of the stream at the hard bend and to
transition the profile as necessary into the Priority I Restoration reach.

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The Elk Branch restoration project streams drain a watershed that is predominantly forested with a considerable
percentage of land in pasture. A small number of residences are also located within the drainage area for the Elk Branch
project. While a majority of the watershed is in forested cover, 37% of the drainage is in some form of pasture land or hay
production or developed open space. Potential for land use change in the area adjacent to the conservation easement is
low.
Elk Branch and its tributaries have been impaired by historical and current land management practices which include
timber harvesting, pasture conversion, channelization, and livestock grazing. Stream channelization and channel
dredging are evident through much of the project site. Over time, these practices have contributed excessive sediment
and nutrient loading to Elk Branch and ultimately to the North Toe River which is home to the endangered Appalachian
elktoe mussel.
During development of the land for agricultural use, a significant portion of streambank vegetation has been removed.
Livestock currently have open access to portions of Elk Branch. Past activities have cut Elk Branch off from its floodplain
resulting in an incised channel; while in other sections, stream banks have been trampled down, creating over widened
channel conditions that contribute to additional sediment and nutrient loading.

3d. Explain the purpose of the proposed project:
Management of land in the project area for agricultural purposes has induced changes to Elk Branch and its tributaries
primarily through alteration of drainage patterns, removal of vegetation in the riparian zone, and open access of cattle to
the branches. The stream channel and stream banks are moderately unstable due to previous channel straightening and
lack of a riparian buffer. If left unchecked, the instability will continue to cause losses to private property and public
resources in addition to degrading water quality and aquatic habitat. Restoration of the site will reduce the sediment and
nutrient loading to Elk Branch and in turn improve water quality in the North Toe River.
3e. Describe the overall project in detail, including the type of equipment to be used:
A Priority I Restoration approach will be applied to 2,273 LF of channel on Elk Branch, UT1, and UT2. A Priority I
Enhancement approach will be applied to Subreach A ( 617 LF) and Reach 2 (279 LF) on Elk Branch and will consist of
improvements to floodplain benching, and channel dimension and pattern.
A Priority I Restoration approach will extend below the culvert located in the vicinity of the barn to move the stream off the
valley wall and will only be extended downstream of the culvert to the extent necessary to transition into the
Enhancement reach. Reach A will then transition into Reach B, another Priority I Restoration reach. Restoration
measures will extend upstream of the 90-degree bend to transition into the realignment of the stream at the hard bend
and to transition the profile as necessary into the Priority I Restoration reach.
Priority I restoration practices will be used over much of the project area to stabilize stream banks, improve channel
hydraulics and restore floodplain functions to the riparian area being re-established. This will entail raising the channel
bed at some locations while lowering the streambanks at other locations to improve floodplain and channel connectivity
and installing a series of grade control structures to diversify channel bedform habitat and modify the channel profile.
Restortation efforts will also result in the removal of headcuts. Channel pattern and profile will also be adjusted in some
reaches by constructing off-line channel sections.
Restoration and enhancement work will include the use of multiple constructed riffles and a series of log vanes, boulder
steps and other measures intended to decrease pool-to-pool spacing, promote habitat diversity and perhaps most
importantly, provide grade control. Matting and other bank protection will be placed on streambanks to prevent further
erosion as channel and riparian vegetation become established. In addition to areas that are cleared of exotic invasive
vegetation, the project stream corridor will be planted with native species of trees, shrubs, grasses and herbaceous cover.
Baker and the NCEEP will establish a conservation easement along the entire project reach. This conservation
easement will protect the stream corridor from future impacts and will be held in perpetuity as a NCEEPeasement.
This project will require the use of track-hoes with hydraulic thumbs, a bulldozer for grading and dump trucks to haul
materials around the site. Work will take place in the dry by constructing new channel reaches offline and using pumps to
pump water around areas where work will take place in the existing channel including areas where offline channels will be
tied back in to the existing channel alignment.

The nature of stream enhancement and restoration work requires that the work be done as described. To minimize potential
impacts we will be disturbing only that amount of stream bank that can be graded, seeded and matted by the end of the day.
All staging areas and soil stockpile areas will be separated from flowing water by silt fencing. See the sediment and erosion
control sheets in the plan set for specifications.

To minimize impacts proposed, grading will be done in the dry as much as possible. When work has to occur in the existing
channel or connections to sections of new channel have to be made, a temporary barrier will be set in place above the
construction area and water pooled above this barrier will be pumped around the area and through a stilling basin prior to
discharge. The pump and barrier will be removed when the area is stabilized. All graded ground surfaces will be seeded with
temporary and permanent seed, mulched and matted to prevent erosion. All staging areas and soil stockpile areas will be
separated from flowing water by silt fencing.
