Subject: Complaint Investigation - Country Woods East
Ms. Dickinson:
This Office received complaints of strong offensive odors coming from Country Woods East Waste Water
Treatment Plant (WWTP). A site investigation was conducted on November 25, 2020 @ 10:25 hours. Five
locations along Hawthorne Drive were monitored for strong sewer odors with no sewer odors detected. Quince
Court, Aspen Lane and Pecan Drive were all monitored for strong sewer odors with no sewer odors being
detected.
A Compliance Evaluation Inspection (CEI) was conducted on October 13, 2020 as result of an odor complaint
received by this Office. Compliance history was reviewed from September 2019 through August 2020. No
permit limit violations were reported during review period. At time of inspection treatment facility appeared to
be well operated and maintained. Effluent was clear with no visible suspended solids. Construction of plant
upgrades were ongoing at time of inspection. Four (4) aeration blowers and related piping and controls are to
be replaced under Authorization to Construct (A to C) #065684A04. No excessive odors were noted around
WWTP at time of inspection.
This Office has received complaints in the past regarding odor coming from Country Woods WWTP. The site
was visited, as result of complaints, on April 23, 2018 and a Compliance Evaluation Inspection (CEI) was
conducted on May 23, 2018. During both site visits no unusually strong or offensive odors were
noted. Aeration basins had earthy smell and EQ basin had light ammonia smell that dissipated 20-30 feet
away from basin.
In order to determine source of strong odors it is requested that complainants document the date, time, and
duration of event when reporting an odor complaint to this Office. This will greatly aid us in determining source
and/or activities causing the strong odors. If you should have any further questions in regards to this matter
