We are writing to request a temporary reduction in sampling for the Edge Water Treating
LLC facility under permit number NC0004944. The system is in a temporary operating state
awaiting redevelopment to the permitted Centralized Waste Treatment facility. Currently,
there is nearly zero wastewater flowing into the system and our effluent flows are nearly
100% stormwater. The effluent flows during and after large rain storms making sampling
according to the current permit schedule extremely difficult. Many samples are missed
according the permitted frequency because of the lack of flows on a consistent basis. A
table showing recent flows through the outfall along with monthly recorded rainfall is shown
below for your reference.

We estimate less than 100 gal/day of sanitary waste generated on site during this interim
phase based on 13 gal/day/person with between 2 and 8 people on site 5 days per week.
With the extremely large holding capacity, the small amount of sanitary influent is diluted so
much with rainwater, it never makes it to the outfall. We would like to request a temporary
modification to sampling with monthly grab samples for the following parameters:
BOD
TSS
Ammonia
Oil and Grease
Fecal Coliforms
We are asking for no change in permit limits, only the sampling frequency and modification
from composite to grab samples for the affected parameters. We have discussed this option
with Roberto Scheller in the Mooresville Regional Office and he agrees that this may be a
good option for monitoring and maintaining the facility during the lull before we are able to
begin operation of the Centralized Waste Treatment Facility as permitted. We may have
more people on site daily in the second quarter of 2021, at which point, it may be prudent to
cease the modification as we are beginning operations of the facility to treat the sanitary
waste generated on site.
