Dear William:
Pursuant to our meeting conducted on September 12, 2002, below is a description of the
Wetlands Corridor - Brooks Creek #1 crossing with culverts as required by the permit.
Upon the Army Corps of Engineers inspection of our site on May 15, 2002, it was
discovered that the culverts located within the floodplain at Brooks Creek railway
crossing were missing. The two main box culverts were installed as depicted in the
permit, however, the additional culverts within the floodplain had been inadvertently left
out.
Attached are revised drawings showing the culverts to be installed within the floodplain
area of the Brooks Creek railway crossing. Nucor plans on installing four culverts, one -
36 inches in diameter and three - 24 inches in diameter (This was the size and number of
culverts as originally depicted in the permit). Since the majority of the floodplain is
located on the western side of Brooks Creek, Nucor is proposing to install all the culverts
on this side. The floodplain on the eastern side of Brooks creek at this location is minimal
due to the steep slope of existing topography. Nucor will install the 36 inch culvert at 30
feet west from the centerline of the box culverts, one 24 inch culvert at 15 feet from the
36 inch culvert towards the west, a second 24 inch culvert at 15 feet west from the first
24 inch culvert and the third 24 inch culvert at 30 feet west from the second 24 inch
culvert. These locations will better insure adequate floodplain hydrology during large
precipitation events in the Brooks Creek area.
The culverts will be installed via jack and bore method. Wooden mats will be used to
minimize potential temporary impacts to the area caused during the installation.
Dumptrucks and backhoes/trackhoes will be required for the removal of excess dirt
caused by the installation. The backhoes/trackhoes will also be required to move pipe
and equipment in and out of the area. Ground cover will be re-established in the area as
needed. No permanent impacts are to occur as a result of these activities.
Dependent upon weather, Nucor plans on completing with this work no later than
December 31, 2002. Nucor's permit expires one year later on December 31, 2003. Based
on the Army Corps of Engineers visit in May 2002, all other required elements of the
permit had been completed.
