The issued RGP 31 for the project has expired.This application is to request for permit re-issuance under a
RGP 50. No changes have been made to design and impacts remain the same as with the original submittal.

All protected species surveys are up to date.After the original permit was issued,the wood stork was relisted
for Sampson County.The biological conclusion for the species was"May Affect, Not Likely to Adversely
Affect, requiring informal concurrence from USFWS.The USFWS concurrence letter is attached.
