Subject: Request for Additional Information
Stormwater Permit No. SW6200904
Timberland Ranch
Hoke County
Dear Mr. Lowder:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on September 29, 2020. A review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
1. Please provide a final grading plan without the erosion control plan that clearly shows the
location and grading of all vegetated conveyances [15A NCAC 02H .1042(2)(g)].
2. Please provide details of all vegetated conveyances showing their cross -sectional
geometry [15A NCAC 02H .1042(2)(h)].
3. Please provide calculations showing that the swales will not erode during the peak flow
from the 10-year storm event [15A NCAC 02H . 1003 (2)(c)(ii)]. Please submit a
Supplement EZ form with this information. The Supplement EZ form can be found on
the Stormwater Design Manual website.
4. Please provide pre- and post -construction plans delineating the drainage areas to each
swale as well as to the two different receiving water bodies [I 5A NCAC
02H .1042(g)(iii)].
5. Please provide a signed and notarized O&M Agreement and Plan for the low density
development [15A NCAC .1042(2)0)]. The O&M EZ form has been updated to include
an option for low density projects and can be found on the Stormwater Design Manual
website.
6. Please show all of the proposed swales in drainage easements [15A NCAC
02H .1042(g)(2)(1)].

7. Please provide a copy of the property deed to verify that the land is currently owned by
T.B. Upchurch, Inc.
8. Please provide a copy of the sales agreement to verify that Timberland Ranch, LLC is
acquiring the property for development.
9. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and I hardcopy of other
documents. Pdfs must be uploaded using the form at:
hgps:Hedocs.deg.nc.gov/Forms/SW_Project Submittal
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to January 1, 2021, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW6200904 on all correspondence.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
