Subject: Weatherspoon's November 2020 Discharge from Outfall 001 NCDEQ/DWRINPDE5
Dear NCDEQ-DWR Regional Supervisor:
In accordance with A. (1) Footnote 1 of National Pollutant Discharge Elimination System
(NPDES) Permit No. NC0005363; we are submitting this written information on the November
12, 2020, discharge from Outfall 001 to the Lumber River. The following written information is
provided within ten (10) days of the discharge:
• On November 11-12, 2020; the Weatherspoon site received significant rainfall from a
Cold Front and Tropical System Eta.
• At 15:34 PM on November 12, 2020; NPDES Outfall 001 was opened and started to
discharge as a result of Jacob's Creek overtopping the cooling pond dam and inundating
the cooling pond.
• At 16:39 on November 12, 2020; verbal notification within 24-hours after discharge event
was made to Ms. Brena Jones, NCWRC. A voicemail was recorded.
• At 16:41 on November 12, 2020; verbal notification within 24-hours after discharge event
was made to NC DWR-FRO.
• At 16:44 PM on November 12, 2020; verbal notification within 24-hours after discharge
event was made to NC DEQ Permitting Unit. A voicemail was recorded.
• We will close NPDES Outfall 001 and stop the discharge once the cooling pond reaches
normal operating level. We estimate this may take approximately 2 weeks. We are
lowering the water level slowly since the Lumber River is in flood conditions.
• We will monitor the discharge and provide the data as specified by our NPDES Permit.
• Instream monitoring of the Lumber River will be conducted upstream and downstream
as required by our NPDES permit and reported on the monthly DMR.
