Salisbury Street Raleigh, NC 27604 RE: SW6201003 Storm Water Comments Addressed, Village at Rockfish Ph IV, Cumberland County, North Carolina Jim, We have reviewed the comments that you sent and have addressed them all. The information below gives some information on how each of the comments was addressed: NOTE: Since the entire property area (53.10 ac) is included in the project area, any future development within this project area (as indicated on the plans) must be approved via a modification to this permit (once approved). Alternatively, you can modify the project area to only include the current phase of development (Once the future development is designed & ready to be built, it would then need to get its own permit). Either approach is acceptable. The project area has been listed on the updated supplement form as 1. Please show the area of the total drainage area and on-site drainage area to the proposed SCM in square feet, instead of acres (Section IV, 10). a. The information in IV, 10 is now expressed in sq. ft. 2. Based on the information in Section IV,10, there does not appear to be any off-site component to the drainage area to the proposed SCM (However, this information cannot be verified since a delineated drainage area to the proposed SCM was not provided). If there are no off-site components to the proposed SCM drainage area, Section IV, 11 is not required. a. There is no off-site component to the drainage area. The response to IV, 11 has 3. Please complete and submit a Supplement-EZ Form. The provided form has not been updated since 2012 and the rules/design requirements have since been updated. Please complete the attached O&M Agreement Wet Detention Pond Design Removal (We are currently remedying this). NOTE: The cover page of the O&M Agreement Form does not need to be re-signed, only this page needs to be updated. a. The provided O&M Agreement Wet Detention Pond Design Summary has been completed and is included in the resubmittal. 5. Please show the area (in acres or square feet) of surface water area within the project area in the main set of plans (Section VI, 8h) a. There is not any surface water within the project area. Per your note at the beginning of the comments we are going to define this phase of the development as its own project and the remainder of the property, if ever improved, will be under a separate permit. 6. Please show the entire project boundary (dimensioned with bearings and distances) in the main set of plans (Section VI, 8i). a. A new boundary line has been added behind the pond that defines the -off line is labeled with bearings and distances. The site data block has also been updated to reflect a 7. Please identify and dimension all BUA within the project area (Section VI, 8j). The information entered into the Application & Supplemental Forms should be verifiable on the plans. a. The dimensions for the roadways and sidewalks are given on the plans. The BUA within the lots is projected and represents the maximum allowable. This was forecasted at 4,200 sf per lot. 8. Please provide documentation of the qualifications and identity of the individual who made the wetland determination for this site (Section VI, 8m). a. Please show the drainage area to the proposed SCM in the main set of plans (Section VI, 8o). a. I have created sheet C3.3 in the plan set that shows the drainage area for the SCM. 10. Please show the required vegetated setbacks from surface waters in the main set of plans (Section VI, 8p). a. There are no surface waters within 50 of the project boundary. No setbacks have been shown. NOTE: The proposed SCM could not be reviewed for compliance with all of the Minimum Design Criteria (MDC) due to the incompleteness of the submission. I reviewed what I could, the following comments were noted during the review: 11. Please provide a stage-storage table for the forebay and main pool portions of the proposed wet pond so that sizing requirements (Wet Pond MDCs 1, 2, & 5a) can be verified. a. The stage-storage table is provided as requested. 12. The surface area used in the SA/DA calculations is the surface area of the main pool, not the entire surface area at the permanent pool elevation. It also appears that the SA/DA ta an average depth of 3 feet) does not coincide with the SA/DA table values as shown in the Manual (1.79% for 50% impervious area & an average depth of 3 feet). Please ensure that the latest version of the table is being used (Wet Pond MDC 1). a. The volumes required and surface area calculations have been updated to reflect the newest guidelines. 13. Please ensure that important benchmarks (including the permanent pool elevation, sediment storage top elevation, forebay entrance elevation, & forebay exit elevation) are labeled on the wet pond forebay cross-section (Wet Pond MDCs 3 & 5b). a.
