Bryson City. Enclosed please find the application(Form: CSA 04-16), Pump Station List, High
Priority Lines List, Annual Budget(updated and approved on 6-15-2020), Capital Improvement
Plan(updated and approved on 11-16-2020), Response Action Plan, Pump Contingency Plan,
and Collection System Maps.
We are currently working with several agencies including McGill Associates and United States
Department of Agriculture to create a new wastewater treatment facility. It has been proposed
that this project consist of two phases: 1) address the inflow and infiltration issues, and 2)build a
new wastewater facility.

Documents shall be prepared in accordance with 15A NCAC 02T .0100, 15A NCAC 02T .0400, and all relevant
Division Policies. Failure to submit all required items will necessitate additional processing and review time.

General—When submitting an application to the Pretreatment,Emergency Response,&Collection Systems(PERCS)Unit,
please use the following instructions as a checklist in order to ensure all required items are submitted. Adherence to these
instructions and checking the provided boxes will help produce a quicker review time and reduce the amount of requested
additional information.

FY 2020-2021 Budget Message
May 18,2020
Mayor Tom Sutton and Town Board of Aldermen:
I am pleased to present the proposed 2020-2021 fiscal year budget for your review and
consideration. Although it has been a challenge to predict revenues during this unprecedented
coronavirus(COVED-19)pandemic,the presented budget is balanced as required by the Local
Government Budget and Fiscal Control Act.
As suggested by the North Carolina Rural Water Association(NCRWA),when they completed
our rate study a 3%rate increase to our water and sewer services would allow us to begin
accumulating revenue for projects.This is the third year of increases of a five-year plan.
It is important for the Town to continue pursuing grant funding to repair and replace our aging
water and sewer infrastructure;however,we also need to continue to explore other financial
options for completing major projects.
McGill Associates completed an assessment of the Town's sewer system through a Special
Evaluation Assistance for Rural Communities and Households(SEARCH)grant from the United
States Department of Agriculture(USDA)in the amount of$30,000. The report has been
submitted to North Carolina Department of Environmental Quality(NCDEQ)as part of the
requirement for the moratorium and USDA as part of the requirements of funding. Once both
agencies accept the report,we can begin the initial phase of a new wastewater treatment facility.
The amount has been estimated at$12,000,000.
The Town received two Asset,Inventory, and Assessment grants. One was$95,000 for sewer
and the other was$85,000 for water. McGill Associates has been conducting these studies and
will be preparing a detailed report once completed.The total match from the Town is 5%for each
project which can be an in-kind match.
Budget highlights.
As presented,the 2020-2021 proposed budget is balanced at$3,063,250.
The current ad-valorem tax rate of thirty-five($.35)cents per hundred dollars($100.00)of
valuation is recommended. No tax increase is necessary. The County is conducting a property
tax reevaluation this year to be in effect in the 2021 tax year. As a reminder,we will need to look
at re-evaluating our tax rate next year.
There is a significant decrease in the General Fund revenues this year due to projections
associated with COVID-19. Several sources of revenue were decreased but the largest was a 30%
decrease in expected local sales tax. After speaking with several other town managers in our
region,there was a range of 15-30%decrease in their projections of sales tax revenue. We could
also see a reduction in the collection rate of property taxes which was decreased by
approximately 3.5%.
There was no increase in garbage rates for the 2019-2020 year;therefore,this year we increased
residential garbage from$11.00 to$11.50 and commercial and industrial rates from $26.00 to
$27.00.
General Fund
The general fund revenue for 2020-2021 is expected to be$1,613,250.
Water and Sewer
The enterprise fund revenue for 2020-2021 is expected to be$1,450,000.
The Town's base rate charges for water and sewer services are far more predictable and less
susceptible to market declines.The proposed budget recommends a 3%increase in base rates for
both water and sewer.An inside residential base rate would increase from$14.32 to$14.75 ($.86
more per month).An inside commercial base rate would increase from$24.08 to$24.80 ($1.44
more per month).An outside residential base rate would increase from$28.64 to$29.50($1.72
more per month).An outside commercial base rate would increase from$48.11 to$49.56($2.90
more per month). A 3%increase in our usage fee,would result in rates going from$2.76 to
$2.84 per 1000 gallons of water used for inside city limits and from $3.08 to$3.17 per 1000
gallons of wastewater used for inside city limits. Outside usage rates would increase from $5.41
to$5.57 per 1000 gallons of water used and$6.05 to$6.23 per 1000 gallons of wastewater used.
A detailed list of all proposed utility charges and fees are attached in the Town of Bryson City
Fee Schedule for 2020-2021.
Personnel
I am proposing an approximately 3%cost of living raise for employees. We raised the starting
pay on all Positions from $10.00/hour to$11.00/hour. Also,due to the inequity this created,I
proposed a 7%increase to employees in the$11.00-$12.00/hour range.
This year's budget also includes a full-time fire department employee with salary and benefits
including insurance,retirement,FICA, and Worker's Compensation of$67,850.
Retirement Rates:
Retirement rates will continue to climb over the next 2 years in order to address the funding
shortfall expected in the future as follows:

Insurance Rates:
The Town's vision and basic life rates through the NC League remain the same while our dental
rates increased from$30.00 per month for each employee to$31.00. Employee health insurance
has increased slightly from$747.12 to$749.76 per month. The employee portion of insurance
premium will increase from$15.00 per pay period to$20.00 per pay period.

Public Lands-$20,000 fencing around 2 water tanks and gravel and culvert at WWTP

All debt service payments are budgeted, as required by State law.Enterprise debt service

PROPOSED SEWER SYSTEM IMPROVEMENTS
The recommended improvements projects described herein are designed to meet the
short-term and long-term needs of Bryson City's sanitary sewer collection and treatment
systems. The proposed projects are intended to correct current system deficiencies,
increase reliability and reduce inflow and infiltration.
As of the writing of this Plan, the first six project areas have been included in a Phase 1
USDA Rural Development loan and grant application. The estimated project costs for the
work to be performed in those areas have therefore been combined to a single table
located after the final Phase 1 project description (S6—Airport Hill).
The seventh priorityis the Carringer Street Sanitary Sewer Collection Lines Improvement
g
Project, which at the time of writing this Plan is being included in a grant funding
application through the Community Development Block Grant program.
The eighth priority is the necessary improvements to the Town's wastewater treatment
plant, which is expected to be aided by the reduction of inflow and infiltration provided
by priority projects S1 through S7. This is included as Phase 2 of the anticipated USDA
Rural Development loan and grant program.
The remaining sewer projects S9 through S12 are recommended to be completed within
the next ten years, as described in the prioritization schedule.
Please note that manhole numbering used in this document references the Town's old
numbering system, which is being phased out in favor of a new system generated by the
Interim Sewer Asset Inventory and Assessment project.
S-1 Island Street Sewer Line Replacement
This project includes line segments along the North Tuckaseigee trunk line. The project
area begins at manhole#53 and extends to manhole#69. These line segments consist of
antiquated VCP and concrete pipes. The line sections are generally in poor condition as
identified by qualitive observation and CCTV inspection. Manholes are in poor condition
as well. Many are brick with suspect penetrations and poor inverts.Significant surcharging
has been observed. Inflow and infiltration along this line is notable.Smoke testing of some
of these line segments revealed connections to stormwater catch basins and pipes. Flow

testing was performed at manhole #57, monitoring the basin to the east encompassing
Island Street, Ramseur Street, Deep Creek Road and various side streets. Average dry
weather flows of 55 gpm were noted. During rain events, flows exceeding 250 gpm were
recorded with a peaking factor of 4.5 times that of average dry weather flow.
Given the age and condition of this line, complete replacement/rehabilitation is
recommended for the entire line as noted. This line is a good candidate for trenchless
rehabilitation by a combination of pipe bursting or CIPP. Some limited open cut may be
necessary as conditions define. Service laterals will need to be replaced in their entirety
with clean-outs installed at the property lines. Some manholes are good rehabilitation
candidates while some will need complete replacement as they are structurally unsound
and beyond repair.

S-2 Powell Lumber West Sewer Line Replacement
This project includes line segments from the Powell Lumber lift station extending to the
west along the Powell Industries property.The project area begins outside the lift station
at manhole#70A and extends to manhole#79 including the branch line to manhole#397.
These line segments consist of antiquated VCP pipes. The line sections are in poor
condition as identified by qualitative observation and CCTV inspection.The noted branch
line is 6-inch and is insufficient for the service area. The manholes are brick and in poor
condition. Significant surcharging has been observed. Smoke testing of these line
segments revealed connections to storm water catch basins and pipes. Observable I/I has
been noted. Flow monitoring was performed at manholes#75 and #75A. The area above
manhole #75 recorded an average flow of 12.8 gpm with a peak flow of 200 gpm during
a rain event. The peaking factor is over 15 times that of average flow. The area above
manhole #75A recorded an average flow of 2.4 gpm with a peak flow of 330 gpm during
a rain event.The peaking factor is therefore an excessive 135 times that of average flow.
The age and condition of this line mandates complete replacement/rehabilitation. It is a
good candidate for trenchless rehabilitation by pipe bursting methods.Some limited open
cut installations may be necessary as conditions define. New service lines and clean outs
will need to be installed. Some manholes are good rehabilitation candidates.A few of the
manholes will need complete replacement due to their poor structural condition.

S-3 Ramseur Street Sewer Line Replacement
This project area includes several line segments along Ramseur Street, Deep Creek Road,
Pine Street, Church Avenue, Richmond Street and Graham Street among others.This area
is primarily residential but also serves the hospital and other surrounding businesses.The
existing pipes are a mix of VCP, concrete and PVC in various conditions, the VCP and
concrete being of poor condition. Several line segments are 6-inch which are undersized.
Some segments are noted as having changes in alignment and/or grade without manholes
or other points of access. Accordingly, access for CCTV was not possible. What manholes
do exist are in poor condition. This project area drains to the Island Street area noted
above. Observable I/I has been noted at the few accessible manholes. Due to this and the
condition of the line, it is likely that this area is a significant contributor to the I/I recorded
during flow monitoring noted for the Island Street project.
The undersized pipe and lack of manholes at changes of alignment and/or grade will
require complete replacement of some line sections by open-cut method. Some sections
of line may be rehabilitated by trenchless pipe bursting and/or CIPP methods. New service
lines with clean outs will be installed. Some existing manholes are rehabilitation
candidates while others need complete replacement, and new manholes must be added.

This project includes several line segments along Mitchell Street, Bryson Street and
Everett Street including branch lines. The area is primarily commercial with several
businesses and few residences. The existing pipes on these line segments are VCP. These
line segments are in very poor condition as noted by CCTV inspection. This area is
historically prone to blockages due to the lines being structurally compromised. As such,
it is likely that there is active I/I in this area. The manholes are typically of brick
construction and in very poor condition. Inverts are poorly formed, and penetrations are
not sealed.
It is recommended that this line be replaced and/or rehabilitated entirely. Due to the
condition of the line, some segments will need to be replaced by open cut methods.Some
segments may be rehabilitated by trenchless pipe bursting and/or CIPP methods. New
service lines with cleanouts will be installed. The majority of the manholes will need
replacement. A few manholes may be rehabilitation candidates.

S-5 River Street/Everett Street/Thomas Alley/Slope Street Sewer Line Replacement
This project includes multiple line segments along Mitchell Street, Everett Street,Thomas
Alley and Slope Street including branch lines. This area is primarily commercial with
several businesses and few residences. The majority of the existing line is VCP and is in
poor condition. Coupled with that the line is undersized and prone to surcharging and
SSOs. Manholes are also in poor condition with poorly formed inverts and improperly
made penetrations.
It is recommended that this line be replaced and/or rehabilitated. Buildings and other
structures have been constructed over and/or in close proximity to the existing line. As
such, a large portion of the line will need to be rerouted and installed new. Some short
sections of line may be rehabilitated by pipe bursting and/or CIPP methods.The majority
of the manholes will need complete replacement.A few may be rehabilitation candidates.

S-6 Airport Hill/Lemons Branch/Bryson Walk Sewer Line Replacement
This project includes multiple line segments along the area known as Airport Hill.This area
is exclusively residential.The majority of the existing lines are 4-inch PVC.The existing line
is not only undersized but is in poor condition. Smoke testing of this area revealed
multiple defects in the line and points of potential l&l.There are very few actual manholes
on the line.There are some makeshift points of access constructed of barrels and masonry
block. This area is historically prone to blockages due to the undersized lines and lack of
access points at changes in line and/or grade.
This area will need an entirely new system designed and installed. None of the existing
infrastructure is a candidate for rehabilitation and all service connections will need
replacement. This will need to include new 8-inch lines and manholes for the entire area
that extend to the main interceptor line(s) along the Powell Lumber area. Provisions will
need to be made for crossing the existing railroad tracks and/or roadways by bore and
jack methods.

S-7 Carringer Street Sewer Line Replacement
The existing VCP sewer line is over forty years old and in poor condition. Flow monitoring
in existing manholes 165A, 169, and 171 showed evidence of I/I. Smoke testing in 2016
identified areas of smoke emitting from possible breaks in sewer lines, missing sewer caps
on cleanouts; and drain lines and gutters connected to the system. CCTV monitoring
shortly afterwards revealed approximately 50 deficiencies in the sewer line, including
infiltration, gushing infiltration, joint offsets, swags, fractured and destroyed pipes, root
intrusion,joint separations, surcharging, and sags. Almost every existing pipe segment in
this area from existing MH 164 to 172 was observed to have notable defects. It is
recommended that a new 8-inch diameter DIP sewer line be installed to serve the homes
in the Carringer Street area. The proposed project includes approximately 4,100 LF of 8-
inch DIP sewer lines; sanitary sewer manholes, service connections, and surface
restoration. The estimated project cost, including contingencies, engineering, and
construction administration, is$1,492,600.
S-8 Wastewater Treatment Plant Improvements
The existing wastewater treatment facility is aging and unable to provide reliable service
to the demands of the Town. Numerous violations have been issued over the past several
years by NCDEQ. There are several obvious signs of process failure, including grease and
solids floating in the chlorine contact basin. Safety hazards were observed and a lack of
redundancy in some processes was noted. An alternatives analysis funded by a USDA-RD
SEARCH grant was performed to select appropriate improvements to the facility. Due to
the severity of I/I in the collection system, the funding agency recommended that the
project be split into two phases. The WWTP Improvements project is Phase 2. In
consideration of the age and condition of the existing plant, a new facility is
recommended. The estimated project cost, including contingencies, engineering and
construction administration, is$14,000,000.
S-9 East Deep Creek Lift Station Improvements
The proposed project will replace or rehabilitate the existing vacuum lift pump station.
The visual inspection found it to be in poor condition, noting several deficiencies, such as
a lack of pressure gauges, no springs or weights on check valves, no gen-set provisions,
single to three phase VFD conversions, and no strain reliefs.The lift station is 32 years old.
The estimated project cost, including contingencies, engineering and construction
administration, is $200,000.

S-10 Recreation Park Lift Station Improvements
Proposed project will replace or rehabilitate the existing vacuum lift pump station. The
visual inspection found it to be in poor condition, noting deficiencies, such as a lack of
pressure gauges on the check valves, no strain reliefs, leakage of the 4" pipe at the tank,
and improper grouting of the 6" pipe.The lift station is 33 years old.The estimated project
cost, including contingencies, engineering and construction administration, is $200,000.
S-11 US-19 Sewer Line Replacement
The existing PVC sewer line is below minimum grade and is in poor condition. It is
recommended that a new 8-inch diameter DIP sewer line be installed to serve the homes
and businesses upstream of the Carringer Street area. The proposed project includes
approximately 1,000 linear feet of 8-inch diameter DIP sewer line, sanitary sewer
manholes, service connections, and surface restoration. The estimated project cost,
including contingencies, engineering and construction administration, is $350,000.
S-12 Fontana Road Sewer Line Replacement
This existing VCP sewer line is over 40 years old and is in poor condition. It is
recommended that a new gravity sewer line be installed to serve Swain County High
School and the homes and businesses along Fontana Road.The proposed project includes
approximately 6,300 linear feet of new sewer line, sanitary sewer manholes, service

PURPOSE:
This plan is to be implemented in the event of a Sanitary Sewer Overflow, (SSO) or spill within
the Collection System. The plan was developed to insure the key personnel response to every
spill event within sixty (60) minutes of a reported event.
INITIAL RESPONSE:
Spills reported to or detected by Town of Bryson City personnel require immediate attention.
TheCollection System ORC or appointed Back-upOperator(s) will make the preliminary

assessment of the spill within thirty(30) minutes after receiving report. That assessment includes
visiting the spill site. The ORC or Back-up(s)will determine the appropriate response and request
assistance from key personnel as necessary. The attached call back list will be maintained current
and be ranked according to essential response including, i.e. equipment operator. Local
contractor may be employed as deemed necessary.
Key personnel will, upon assessing the site, continue to document the event and determine the
severity, magnitude, and potential environmental impact. Every effort should be made to
minimize the spill event consistent with the containment and source control section of this plan.
The safety of the respondent should in no way be compromised.
Key personnel should implement recovery actions to eliminate the cause of obstruction and/or
system failure as outlined in this plan.
POST SPILL RESPONSE, (REPORTING):
After containment is achieved, the Division of Water Quality, (DWQ) must be contacted as soon
as possible but, in no case no later than twenty-four (24) hours after initial detection if;

Every small spill must be logged on site including time, date, approximate volume, name of
respondent.
Spills that are fully contained and removed quickly and are less than one thousand (1,000)gallons
are not required to be reported to DWQ. However, a full spill report form will be filled out and
kept on file.

SOURCE CONTROL AND CONTAINMENT PROCEDURE
Depending on the nature of the spill or overflow, the initial assessment should indicate the
priority of source control and/or containment.
1) When the source can be isolated through valves, plugs or other methods,the flow should
be discontinued immediately or reduced to the least possible volume.
2) If the pumps on the location are not operating the control panel should be checked for:
a. Power ON?
b. Check breaker
c. Breaker closed, check thermal overloads. (External button)
d. Overload good, check fuses, if you are trained to do so
e. Is pump straining? (Clogged with debris?)
f. Do you smell a burnt motor?
g. Call Collections ORC and/or backup ORC
3) Containment methods will typically include:
a. Sand or dirt dikes and dams (Small streams, creeks)
b. Holes or pits (To prevent run off to surface waters)
If the spill event resulted from an area wide power outage, you should contact the Power
Company and identify you site as critical. You must have account number for location (9 digits)-
then call 1 (800) 777 - 9898
If the problem is mechanical in nature, retrieve necessary parts from stock inventory and make
the needed repairs. Reorder parts as they are used.
If the problem results from Sewer Blockage, call for Jetter or Vac-truck...

SPILL OCCURRING ON:
Major interceptor right of way
1. Put up warning tape "DO NOT ENTER" around Sanitary Sewer Overflow (SSO) site to
restrict access
2. In open areas lime, remove debris and lime site, rotor-till if needed. Reseed and mulch
with straw.
3. In areas were there is under growth and small trees, flush area with potable water until
no waste remains. Wait twelve (12) to twenty-four (24) hours then lime the area. Be
certain that lime does not flush into receiving stream. Note: do not lime if rain is
forecasted.
In a Citizen's Yard
1. Till entire area if possible and apply lime and follow with seed and straw
2. If waste/debris is not visible apply lime and two (2) inches of top soil and mix thoroughly.
Apply lime lightly, seed and mulch.
On Asphalt or Concrete
1. Set up containment at/or near the storm drainage system. Do not let the spill enter the
storm drain system.
2. Put up black or red "DO NOT ENTER"tape around the Sanitary Sewer Overflow(SSO) area.
3. Spread lime on spillage and sand or other material to a depth of one (1) inch. Let this
material absorb for one (1) hour, then sweep up. Dispose of debris appropriately. If spill
is still evident, repeat the application.
4. After removing the contaminated material, wash down the area with a high-pressure
water and bleach mixture.
S. Pump clean up materials and wash water into the sanitary sewer system.

In a Creek or Stream
1. Take conductivity reading of the creek upstream and downstream to determine where
the temporary dam should be placed.
2. The dam should be constructed near a manhole which is accessible to the jetter and
vacuum truck.
3. Dam should be placed below the spill as indicated by low conductivity reading.
4. Construct a dam sized to contain the flow of water plus any flush water added during the
cleanup.
5. Station two (2) pumps at the cleanup site, one (1) to use for back-up.
6. Have a back hoe at the site for dam repairs as needed.
7. Wash down all rip rap in stream bed until no residue is evident.
8. Put up warning tape "DANGER DO NOT ENTER".
9. Pull stream sample for fecal coliform upstream and downstream.
10. Repeat sampling until normal background counts 500cts/100 ml.
11. If settled sludge evident, sweep bottom until clean. If creek or stream is recreational
water, notify the affected community and local officials as soon as the problem is
discovered.
