On October 31, 2003 the NC Division of Water Quality (DWQ) received your application for a
General 401 Water Quality Certification to impact 96 linear feet of perennial stream (Little Mountain
Creek) in order to expand Fire Station #3 in Albemarle for a proposed police substation. The
application was in response to a Notice of Violation issued on July 30, 2003 by this office. The NOV
was issued for the stream impacts resulting from the installation of culverts without the required
approval from DWQ.
Based on a review of your plans, it appears that a stormwater management plan may be
required for the site. In order for this office to proceed with its review, please provide a stormwater
plan for the site. Until the information requested in this letter is provided, this project will be placed
on hold for our processing due to incomplete information (15A NCAC 2H .0507(h)).
