Item 2 of DWQ's October 26, 2009 Request for More Information Letter stated, "Per the requirements of GC 3705, this project must comply with Stormwater Management Plan (SMP) Requirements for Applicants Other Than the North Carolina Department of Transportation, (see htt?_Ih2o.en_r_state.nc,usincwetlands. Drainage areas B, C, D, and E are considered to be high density by the DWQ. For each proposed BMP, please provide a completed BMP Supplement Form with all the required items (see ht_t):,," "112o.enr.state.netis/SLI/I)MD lorrns.htm.)" In your resubmittal dated October 15, 2009, you state that drainage areas B, C and D do not fall under this requirement for various reasons. The DWQ cannot accept this statement without detailed documentation including plan details and calculations. If stormwater is being directed to the head of the plant for treatment, this needs to be clearly shown. All stormwater inlets, outlets and areas drained by sheetflow must be shown on the plans so that the DWQ can make an appropriate decision regarding stormwater management for those drainage areas. The DWQ cannot grant a waiver for Drainage Area E. If you are not able to determine an appropriate BMP for treating this area, then please schedule a meeting with us so that we can discuss your stormwater treatment options.
