Dear Mr. Shaver and Ms. Steenhuis:
The North Carolina Department of Transportation plans to replace existing 30" in diameter by 56'in
length RCP at location Lat: 35.199681,Long: -78.346530 on SR 1845 Rosin Hill Road where it
crosses a UT to Great Coharie Creek(C;Sw)approximately 0.2 miles SW of SR 1805 Britt Road.
The proposed replacement structure is a 54" in diameter by 60"in length CAP w/HW.NCDOT
would like to request a waiver from the depth specifications of the regional conditions 3.6.1 of the
Nationwide Permit 3 and the corresponding General Condition 11 of the Water Quality General
Certification No. 4132. Due to the existing geomorphologic fall of the stream channel,burying both
of the inverts of the new CAP 1' below the natural streambed elevation would result in a greater
than 5 %pipe slope, causing a high flow erodible condition.NCDOT plans to bury the inlet 1' and
install the pipe on a 1.5 % slope which would set the outlet approximately at grade with the natural
stream bed downstream of the existing blowhole. Approximately 5 LF of Class II riprap grouted
with flowable fill is proposed to be placed in the downstream channel to prevent additional scour.
By copy of this letter and enclosures,NCDOT is requesting issuance of Nationwide 3 approval
from the US Army Corps of Engineers and 401 General Certification#4132 approval from the
Division of Water Resources (DWR). A method of debiting$240 to process the General
Certification request has been provided as noted in the subject line of this application.
