Hey Lia,
Hope you are well. Attached is an initial form for participation in the DWQ Express Review Program, USGS- Soils Map,
and site plans (in follow-up email due to file size) for a project Kapstone Gas Line, in Roanoke Rapids, NC, that we have
traded voice mails over. The Kapstone Kraft Paper Corporation mill is located at 100 Gaston Road in Roanoke Rapids,
Halifax County, North Carolina. It is bordered to the north by the Roanoke River, and just east of the NC Hwy 48 Bridge,
which crosses the Roanoke River.
From the Narrative: Kapstone Kraft Paper Corporation wishes to install a natural gas pipeline from an existing gas main
located approximately 5,000 feet southeast of the existing Kapstone paper mill to the lime kiln within the mill site. The
proposed natural gas pipeline extends approximately 5,000 feet from the existing gas pipeline located southeast of the
facility to a regulator station within the mill. The proposed gas pipeline alignment is on Kapstone property. An alignment
which runs mostly on a high ridge, parallel to the Roanoke River, has been chosen to avoid potential wetlands on the
backside of the property. However, there are two proposed stream crossings which will temporarily impact 12 linear feet
of an intermittent stream, and 20 linear feet of a perennial stream. It is proposed to trench and backfill the pipeline for
these two stream crossings due to the amount of bedrock in this area and cost associated with directional drilling at these
locations. The work is proposed to take place within dry conditions, however, it is likely that a coffer dam will be required
to trench and backfill at the perennial stream crossing. It is worth noting that the US Army Corps of Engineers
representative, James Lastinger, has walked the proposed alignment and does not see any stream and/or wetland issues
with the alignment as currently proposed.
And just a few quick notes: There is no new impervious surface proposed, and no violations.

James Lastinger with the USACE (Raleigh Regional Office) conducted an on-site jurisdictional review and walked the
proposed pipeline route, on June 16, 2010.
