Project setting
Joe Lassiter, with Quible & Associates, P. C., on behalf of Century Land and
Timber, Inc., c/o Randy Gillen, has requested the attached application be processed under
the Express Permit Review Program, for the placement of a culvert in a manmade canal.
The project site is located on SR 1118 adjacent Old Canal (aka Summerset Canal) off the
Scuppernong River, near the Town of Creswell, in Tyrrell County, North Carolina. The
unnamed manmade canal connects into Old Canal and bisects property owned by Mr.
Chester Honablew.
The project site is a crossing of the unnamed manmade canal located within a 30'
wide by 2000' long easement for a logging road on 79 acres of property owned by Chester
Honablew. The easement provides the only access to the applicant's 100 acre timber
tract. Mr. Honablew's property has been recently logged and currently the only
development existing on either property is the 20' wide dirt logging road in the
aforementioned easement as well as a temporary log bridge over the unnamed manmade
canal. The majority of the easement and logging road is located along the crest of the old
spoil bank running parallel to Old Canal within 10' to 15' of the canal bank.
The property is bordered on the upstream (south) side by a developed home site
with lawn grass including landscaping and ornamental shrubs and the SR 1118 bridge
crossing of Old Canal. The existing bridge has a vertical navigable clearance of 2' with no
restrictions on the horizontal canal width of ±50'. The property is bordered on the
downstream (north) side by undeveloped wooded wetlands.
The unnamed canal opens into Old Canal which is classified C;Sw by the
Environmental Management Commission. Old Canal and its tributaries are designated as
inland waters and are closed to shellfishing.
Project description
Mr. Gillen proposes to create a permanent crossing over the ±30' wide by -1.5' deep
unnamed manmade canal by installing a culvert in the canal and constructing a dirt road
over it. The proposed culvert is an effort to establish permanent access to Mr. Gillen's
property for future timber management practices. The culvert is Y2" thick steel with a
diameter of 12' and a length of 40'. The culvert will be placed in the canal, in the alignment
of the existing easement and dirt road, with the downstream end of the culvert ±10' from
the junction of the canal and Old Canal. Mr. Honablew has agreed to the culvert extending
5' on either side of the recorded easement (see attached authorization letter). The
applicant has proposed to install turbidity curtains above and below the work site to reduce
offsite turbidity. A 30' wide by 40' long area will be undercut at the crossing to allow for the
culvert to be bedded at least 1 foot below the existing bottom contour. The resulting spoil
will be placed in a 20' wide by 30' long section of the existing dirt road to dry and then
spread along the road surface. The ends of the culvert and fill will be stabilized with Class
"A" riprap on a 3:1 slope. The culvert will have a maximum navigation clearance of 6'
vertical above the normal water level (NWL) and 12' horizontally.

Anticipated impacts
The project as proposed will result in the filling of 1,200 ft2 of manmade canal
bottom associated with the installation of the culvert and riprap stabilization. The
placement of spoil on the existing road will result in 600 ft2 of upland disturbance.
Temporary turbidity will result from the placement of the culvert and riprap stabilization.

Dear Mr. Moye:
Please find enclosed an Express Major CAMA Permit application package prepared by
Quible & Associates, PC (Quible) on behalf of Century Land and Timber, Inc. (CLT).
The proposed development is the placement of a 12' high by 40' long steel culvert within
an unnamed canal, off Old Canal near Creswell, Tyrrell County, NC, and the construction
of a 20'wide x 30' long dirt and gravel road crossing over the canal and culvert. The
proposed road crossing will be constructed within an existing, deeded 30' easement on
the 79 acre Chester Honablew property. A 10' portion of the culvert will lie outside the
30' easement. A copy of the deeded easement and associated easement plat along with a
deed for the Honablew property are provided with this application. A letter to Mr.
Honablew requesting his statement of no objection to the project has been prepared and
forwarded for his review and signature. A signed copy will be provided to DCM upon
receipt.
The purpose of the proposed canal crossing is to create a permanent access to the 100
acre CLT property within the alignment of an existing dirt logging road to facilitate
timber harvest and long term timber management of their property accessed via the 30'
easement. No other means of access to the property is available to CLT. The proposed
road crossing of the canal is the only development proposed. No additional improvements
to the logging road are proposed or anticipated. Provided in the application package are
25 copies of a plan view and cross section plat indicating the development proposed, a
USGS vicinity map, DCM CAMA application forms MP-1, MP-5, a copy of the deed for
the CLT property that is accessed by the logging road, the aforementioned Honablew
letter and deeds, a riparian property owner notification letter to NC DOT, who are the
owners on both sides of the project, along with the certified mail receipt, and the express
CAMA application fee of $3,000.00 made payable to NC DENR.

The proposed project is to place a 12' wide x 40' long culvert within the designated 30' ROW of the Chester Honablew
property to provide a permanent crossing on an un-named canal off Summerset Canal tieing into South Fork Creek

Culvert will be placed in the canal. Sediment curtains will be placed on either side. 20' wide road will be placed over the
culvert utilizing clean fill material with a side slope of not less than 2:1. Side slopes will then be stabilized with a rock
revetment. Work will be done using dump trucks, and a backhoe.

There is excepted from this conveyance all those mineral rights retained by the
Weyerhauser Company and described more particularly in a deed dated December
17, 1987, from Weyerhaeuser Company to Weyerhaeuser Real Estate Company

This property heretofore described is conveyed subject to all rights of way,
easements, pole line permits, governmental regulations, and agreements of record,

Dear Mr. Lee:
NC DOT is the adjacent riparian property owner to the proposed placement of a culvert
in an unnamed canal within the 30' wide easement of a logging road on the Chester
Honablew property. The development proposed requires a Major CAMA Permit. As a
riparian owner, the applicant Century Land and Timber (CLT), is required by NC DENR,
NC Division of Coastal Management (DCM) to notify DOT of the proposed work. As
depicted on the accompanying site plan, CLT proposes to construct a canal crossing
within the existing easement utilizing a steel culvert, earthen fill material, and riprap
stabilization, as an improvement to the existing logging road that runs through the
property.
Should you have comments concerning this proposal, please send your written response
to Mr. David Moye, NC DCM, 943 Washington Square Mall, Washington, NC 27889.
Written comments must be received within 30 days of receipt of this notice. You can
