(Burns & McDonnell), on behalf of Piedmont Natural Gas (PNG), has prepared the following request for consultation under Section 106 of the National Historic Preservation Act for the proposed Rocky River HDD Project in Cabarrus and Stanly Counties, North Carolina (Attachment A: Figures A-1 and A-2). The proposed Area of Potential Effects (APE) is located at 35.229586,-80.483738 and encompasses all proposed Project components discussed below. The APE totals approximately 21.24 acres. The proposed Project includes the replacement of approximately 3,125 linear feet of 30-inch pipe adjacent to an existing PNG right of way (ROW) (Attachment A: Figure A-3). Approximately 725 feet of pipeline would be constructed and installed via open -cut method from the existing ROW to the Horizontal Directional Drill (HDD) entry and exit points and approximately 2,400 feet of pipeline will be installed via HDD method beneath Rocky River. The new pipeline will be approximately 52 feet below ground where it crosses the Rocky River. The portions of pipeline that will be installed via the open -cut method are in an existing active agriculture field on the west side of the Rocky River and in an existing maintained ROW of the east side of the Rocky River. Additional Project components include an approximately 1,800-foot-long temporary pipe - string laydown area, an approximately 16-acre temporary laydown area, and 4,875 feet of extant access roads (Attachment A: Figure A-3). No grading or subsurface impacts are anticipated from use of the access roads or temporary laydown areas. Subsurface disturbance will be limited to the open cut sections, the HDD entry and exit points, and the two temporary retention ponds west of Rocky River. Tree clearing is proposed for a 20-foot-wide-permanant easement over the HDD installed portion of the pipeline, approximately 0.3 acres for the pipe -string laydown, and approximately 2 acres for the HDD drill pad and tie-in east of the Rocky River. The proposed limit of disturbance (LOD) is shown in the accompanying LOD kmz. The Project is intended to replace corroded pipe that was identified during a recent in -line inspection. The Project is being permitted under U. S. Army Corps of Engineers (USACE) Nationwide Permit 12. Burns & McDonnell also reviewed the SHPO's HPOWEB GIS service application online for non -archaeological historic -age resources that intersect or are adjacent to the APE of the Rocky River HDD on May 28, 2020. There is one previously recorded archaeological site, 31CA223, within I -mile of the APE (Table 1; Attachment A: Figure A-4). The site was recorded during the survey for the Muddy Creek wastewater treatment plant. Site 31 CA223 is an isolated prehistoric flake and is determined not eligible for NRHP inclusion. Two additional archaeological sites, 31CA221 and 31CA222, are recorded within the vicinity, but are not within I mile of the APE (Table 1; Attachment A: Figure A-4). No archeological sites are recorded within the APE, but the APE has not been previously surveyed. The Project is in the Rocky River valley and the surrounding uplands. Thirteen historic -age resources were identified within a 1-mile radius; one intersects the APE (Table 2; Attachment A: Figure A-4). The NRHP-listed John Bunyan Green Farm National Register District (NRD) intersects the access road, pipe -string laydown area, and laydown area on the west side of the APE. The 1880 Italianate house on the farm burned after the property was listed and a ruined shell remains. However, contributing outbuildings appear to be standing south of the APE. The APE overlaps the contributing farm fields and woods within the historic district. No excavation or grading is proposed within the limits of the NRD, but approximately 0.15-acre of tree clearing is proposed to accommodate the pipe -string laydown area. A review of historic - age maps and aerial photographs available online did not identify any potential historic -age architectural resources within the APE (USGS 2020, NETR 2020). The John Bunyan Green Farm NRD intersects the APE. No excavation or grading is proposed within the limits of the NRD, however, approximately 0.15-acre tree clearing is proposed to accommodate the pipe -string laydown area. Subsurface disturbance will be limited to approximately 725 feet of open cut pipeline installation from the existing ROW to the HDD entry and exit points, the HDD entry and exit points, and two temporary retention ponds. Tree clearing is also proposed for a 20-foot-wide permanent easement over the HDD installed portion of the new pipeline. Burns & McDonnell, on behalf of PNG, requests your office's input regarding cultural resources survey requirements under Section 106 for the proposed Rocky River HDD Project. A USACE Nationwide Permit 12 is anticipated for the Project, and the USACE has previously requested that Piedmont Natural Gas should follow your recommendations regarding any additional cultural resources surveys.
