HomeMy WebLinkAbout20061203 Ver 2_Public Notice_20100802US Army Corps Of Engineers Wilmington District 0l,-1 03 Y2 RM&NWRI AUG 1 2r i PUBLIC NOTICE ,, .WATERQUALRY AHD STORftTER BRANCH Issue Date: July 28, 2010 Corps Action ID #: SAW-2005-20159 Release of the Record of Decision for Western Wake Regional Wastewater Management Facilities Final Environmental Impact Statement and Permit Request The U.S. Army Corps of Engineers (USACE), Wilmington District Regulatory Division has completed its National Environmental Policy Act (NEPA) review process, Section 404 of the Clean Water Act 404(b)(1) analysis and Public Interest review of the Project Partners proposal to construct a Western Wake Regional Wastewater Management Facilities consisting of regional wastewater pumping, conveyance, treatment, and discharge facilities to serve the Towns of Apex, Cary, Holly Springs and Morrisville, as well as the Wake County portion of Research Triangle Park, North Carolina. The Towns have cooperated together to develop the proposal and permit request for the Western Wake Regional Wastewater Management Facilities. There will be five total Department of the Army (DA) permit requests for the complete project as described in the Western Wake Regional Wastewater Management Facilities Final Environmental Impact Statement (FEIS). The District Engineer has received a request from the Project Partners to authorize construction of a wastewater reclamation facility (WRF) at Site 14, near New Hill, and associated infrastructure and pipelines as described in the Section 2 "Description of the Proposed Project" of the Record of Decision (ROD). The permit request is for permanently impacting 0.82 acres of wetlands and 378 linear feet (If) of stream (232 if of perennial and 1461f intermittent) in order to construct and operate new wastewater management facilities including influent conveyance facilities, a new WRF, and new effluent conveyance facilities in western Wake County, North Carolina. The DA permit request for the WRF project facilities is a stand-alone project and would be functional without the lines from Apex, Cary and Holly Springs. The other permit requests outlined in the FEIS will be made by each municipality when each is ready to construct its portion of the project. The total permanent impact of the complete project is 1,387 linear feet of perennial and intermittent stream and 5.9 acres of wetlands. Most of these impacts are along the influent transmission lines, and the impacts are described in Section 4 of the FEIS.
