The applicant proposes to use the excavated spoil to increase the area of wetland vegetation waterward of the existing bulkhead along the property. Charles E.Sprague 9/22/2020 401 Beards Creek Drive Arapahoe, NC Pamlico County Protect setting: Mr. Sprague has submitted a CAMA Major Permit application to install a private boat ramp, excavation, fill for coastal wetland planting, additional boatlift and construction of roof over existing boat lift on his property located at 401 Beards Creek Dr. on Beard Creek in Arapahoe, NC in Pamlico County.The .68 acre lot with +- 125 feet of shoreline, consist of one single family dwelling,various trees and shrubs, and a paved drive extending into the back portion of the lot where the proposed boat ramp would begin. Most of the property and all the structures are+11 ft. above normal water level.+-75 ft. of the shoreline is stabilized with existing bulkhead along with some of the high ground stabilized with retention walls.An existing pier extends 90 ft. waterward of the bulkhead and has one existing boatlift on the south side, a 10x30 ft. L-Head platform turning north, and 5x28 ft. finger pier off of the platform. Directly adjacent to the south side of the pier, is a 15 ft. section of bulkhead left open and stabilized with return walls.This area was left out of original bulkhead permit in anticipation of installing a boat ramp. This area has been washed out during previous storm events. Mr. Sprague has stabilized the area with temporary silt fencing. Two areas of coastal marsh exist: in front of the bulkhead on the north side of the pier and beyond the bulkhead to the property line on the south side. Current water depth, where ramp is proposed, at NWL are 7" at 10'waterward to 32" at 50' waterward. Beyond this, the water level drops to 54" and greater out past the existing boat lift. Adjacent to the property both upstream and downstream are other developed residential lots. This section of Beards Creek is listed as inland waters and classified SC;Sw,NSW by the Environmental Management Commission. It is in the Neuse River Basin. No SAV was observed during site visit on 7/28/2020 and the site is not in a PNA. Project description: The applicant proposes to install an additional 16'X 20' boat lift along the north side of existing finger pier.This would give Mr.Sprague a total of two slips. The applicant proposes to install a canvas covered roof over the existing boat lift measuring 12'X 29.5'.The applicant proposes to excavate an area waterward of the excluded section of bulkhead and along the south side of the pier 11 ft.x 70 ft. to a maximum depth of 54"to create a boat ramp.This is approximately 770 square feet of creek bottom. Existing grade landward will be leveled to 10 degrees and 2x10 ft. concrete hog slats will be used to form an approach to the ramp. Five 5x10 ft. hog slats will be placed waterward of NWL at the same grade to produce the ramp. Beyond this out to 70 ft., 2x10 ft. hog slats will be used to extend the ramp. The applicant proposes to redistribute the approximately 25 cubic yards of spoil waterward of the existing coastal marsh and plant the area in coastal species in hopes to widen the wetland area. Anticipated impact: The project will create localized turbidity from installing the boatlift pilings and excavation of the ramp area to grade.The project will have a total of 770 square feet of disturbance to shallow bottom. A total of 25 cubic yards of spoil will be placed back into adjacent shallow bottom area and graded to create habitat conducive to planting coastal wetland species. Current platform area is 550 sq. ft. and the addition of boat house awning will add 377 sq. ft.for a total of 927 sq.ft. of platform. Kent Vaughan Project Narrative —Sprague Boat Ramp Charles E.Sprague&Dianne Conrad (spouse) 401 Beards Creek Drive Arapahoe, NC 28510 (610)496-2703 August 19, 2020 At the time we purchased this property in Pamlico County(E091-81) in April of 2005, we had a conversation with Brad Connell, Coastal Field Representative for the Division of Coastal Management regarding the unique aspects of the lot, including a natural sloping path from the street to the water. This feature lends itself very readily to use as a boat ramp. During construction in 2013/2014,appropriate retaining walls, marine bulkheading, dock, 13k boat lift and a boat ramp well were all installed and the general approach slope was established. The current intention is to add an awning to our exiting boat lift, add a second (24k 6-post) boat lift and finish the boat ramp and make it operational for the type of boat(s)that we currently own and intend to own in the future. The bottom contour is such that excavation of roughly 23 yards will be needed to achieve the necessary ramp profile and provide access to the deep water in Beards Creek. As a method of minimizing impact,we propose excavation of only the minimum amount of material necessary and distributing that material immediately waterward of existing coastal wetlands so as to provide areas for the planting of additional coastal wetlands vegetation species. We also propose using precast hog slats as the load-bearing surfaces, placing those slats in such a manner as to minimize the area of covered bottom. We have met with the current DCM Field Representatives and discussed best practices and options as set forth in the attached DCM MP-1 and MP-2 applications. We are open to any suggestions or proposals that will help move this project to completion.
