I am writing on behalf of Jacksonville 221 D4 LLC. On September 1, 2009, the Division of Water Quality issued an
Approval of 401 Water Quality Certification for DWQ Project #090865 in Onslow County. In June 2010, Jacksonville 221
D4 LLC purchased a 15.65-acre tract of land being the northern portion of this Project. I would like to know if we need
to arrange for a transfer of the DWQ Approval as it relates to our portion of the property, and if so, what do we need to
