RE: Wake Tech Building E - Buffer Encroachment
Raleigh, North Carolina
To Whom It May Concern:
Enclosed please find the PNC and supporting documents for buffer encroachment at
the Wake Technical North Campus - Building E in Raleigh, North Carolina. This
project proposes to construct the next building for the campus along success way
adjacent to the existing building D. This building was designed with a large
retaining wall on the back side to minimize the impact to the buffer. However, a
chilled water line needs to serve this building and future buildings on the eastern
part of campus. The Neuse riparian buffer will be impacted by the construction of
the chilled water lines proposed along the back side of the building. Please see the
attached plans and sketches.
This impact will only occur in Zone 2 and will total approximately 1,457 square feet.
The chilled water lines are considered a non-electric other than perpendicular utility
crossing to the buffer which is an allowed use. The design team looked for other
places to run these lines and there is no feasible way around the buffer since the
proposed building fronts on an existing street. The entire project drains to an
existing pond just east of the site that has a level spreader. Those systems were
designed and permitted by another engineering firm in a pervious phase of
development on the campus. Those systems were sized for our impervious and
therefore no stormwater permits were required by the City of Raleigh for this
project.
Please feel free to contact me or Ryan Hambleton, PE, also with Stewart, with any
questions or concerns.
Sincerely,
STEWART ENGINEERING, INC.

B. Project Information and Prior Project History
1. Property Identification
1a. Property identification no. (tax PIN or parcel ID): Wake County PIN 1737605747
1 b. Site coordinates (in decimal degrees): Latitude: 35.867200 Longitude: - 78.54100

2a. Name of nearest body of water (stream, river, etc.) to
proposed project: Unnamed Trib to Unnamed Trib to Neuse River
2b. Water Quality Classification of nearest receiving water: C; NSW
2c. River basin: Neuse
3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The site is currently developed. Institional/Educational; Wake Technical North Campus. The proposed building part of
Wake Tech's continuing development of that campus. It is located on Success Way adjacent to the existing building 'D'.
3b. List the total estimated acreage of all existing wetlands on the property:
0 ac for this project; unknown acreage on entire parcel.
3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property:
Approximately; 4,500 linear feet on entire parcel.
3d. Explain the purpose of the proposed project:
Development of site for an additional classroom building on campus.
3e. Describe the overall project in detail, including the type of equipment to be used:
Wake Tech's northern campus is continuing to develop. This project is building 'E' of the City of Raleigh approved master
plan for the campus. This building will provide additional classrooms, labs and a meeting space for the campus. The
campus uses a chilled water system for HVAC. The proposed building fronts on the existing Success way. In order to
provide chilled water for this building and to future buildings on campus these utitlity lines need to go behind the building
since there is no way to take them in front of the building. Taking the lines behind the building will "clip" one corner of a
stream buffer.
