Box 564 Burgaw, North Carolina 28425 WALTav LNCrNEER NG Mining Operations In Phase I of mining, water that collects in the mine pit will be pumped out into a constructed settling pond on the subject property. Sediment from the water will be collected in the settling pond. The water will filter out of the basin through an outlet spreader, ultimately flowing into nearby Rocky Run. As soon as the mine pit reaches approximately one-half (0.50) acre in size, the pit will be converted into a settling pond. Additional mining will be separated from the settling pond by leaving an earthen berm between. the areas. Water from the remaining mining activity will be pumped into the settling pond so it can infiltrate back into the ground. Three (3) 24" corrugated plastic pipes will be provided to handle overflow in case of storms or in case dewatering exceeds the infiltration capacity of the settling pond. The spill way will also lead to the settling pond used in Phase I of mining. The buffer areas around the settling pond will be maintained so that rainwater and runoff water from the stockpiles will flow into the mine pit. When mining is completed, the berm dividing the settling pond and the mine pit will be removed so he entire mine area will form a pond per the reclamation plan in the State Mining Permit Application. Pumping Frequency The mine in Phase I of the mining process will be pumped as needed to keep the area dry for mining. Pump periods will be monitored by hour meters attached to the pumps. For pumps with no hour meters a pump log will be maintained. These records will be used to determine the Total Flow per the monitoring requirements in Table 1. If there is a negative effect found on the hydrology in the area, the pumping frequency will be modified accordingly. Hydrology Monitoring There will be 4 monitoring wells installed around the proposed mine area to monitor the effects on the hydrology in the area. There will be one installed approximately 327' southeast of discharge pipe #1 from the settling pond. The second will be installed approximately 66' from the #2 settling pond discharge pipe. The third and fourth will be installed 85' northwest and 416' southwest, respectively, from the #3 discharge pipe from the settling pond. All four wells will be installed at a depth from the wetland line of at least 10'. The wells will be either 2" (hand auger) or 1 1/4" (jet) in diameter at a depth of 7'-10' b.g.s. (below ground surface) using standard well screen. The well riser will be approximately 3' - 4' a.g.s. (above ground surface) so that the wells will be easy to see when sampling. The wells will be checked on a weekly basis for the duration of dewatering. The monitoring will continue to be weekly after dewatering until the groundwater levels are up to previous levels pre-dewatering. StructuraUNon-Structural BMP's The site contains one settling pond used to accept the excess water from the mine. The settling basin contains three (3) 24" corrugated plastic pipes which allows the excess water to flow via hose or pipe into three (3) separate outlet spreaders adjacent to the wetlands. Additionally the mine is setup to act like a settling pond before the excess water is pumped to the settling pond. Mining occurs in the middle of the mine pit with the pump will be located on the north end of the pit. By locating the pump at the farthest point away from the mining, it allows the most possible sediment settling before the water is discharged. There is one above ground fuel tank kept on site to re-fuel the on-site equipment. The fuel tank is surrounded by a dirt dike to contain any possible spills. Additionally the fuel pump contains a fuel shut off valve and the pump and hose are in new condition. All vehicle maintenance will occur near the office and away from the mine pit or any area which might flow into the mine pit. Maintenance The settling pond will be inspected monthly and within 24hrs after any quality storm events. The settling pond will be checked regularly and sediment will be removed as needed. The pond water level will be maintained at the invert of the outlet pipe or lower and a maximum depth of 20'. The settling pond and outlet pipes will be monitored accordingly and sediment will be removed as needed. The outlet pipe will be maintained to specifications of the Mine Plan. The outlet pipe will be checked on a regular basis and maintained as needed. Discharge Monitoring Discharge monitoring and reporting will be performed as specified in Table 1. If the effluent limitations are greater than specified in Table 2 the monitoring frequency will be modified to monthly monitoring of the effluents. Monitoring Reports Discharge monitoring results in accordance with the terms of this permit, NCG020000, shall be submitted no later than 30 days from the end of the monitoring period. Duplicate signed copies of all reports required shall be submitted to the NC DENR Division of Water Quality, Water Quality Section, ATTENTION: Central Files, 161.7 Mail Service Center, Raleigh, North Carolina 27699-1617. The plan is to excavate to 20 ft bgs with an estimated daily dewatering volume 13,500 gpd which is to be pumped to a holding pond and either infiltrated or overflow to outlets located in the undist rbed buffer. Skaggs calcs show a large lateral effect and what the applicant has presented does not convincq/me that they will not have negative impacts. Some questions I still have right now are: / 1) What criteria should we use to determine when hydrology is not being maintained and pumping must bed stopped? ?, 2) What frequency should they be monitoring at the perimeter wells? 3) What number of wells is sufficient? Thanks LW 3 As you can see from the email it doesn't seem like we need to install the monitoring wells due to the elevation difference on the proposed mine site. The area to be mined sits at about an elevation of 36', the wetlands start at about 29' down to the property line which sits at about 25' down by Rocky Run creek. There are no ditches but the ground is contoured so the discharge will channelize from the outlet spreaders back into the wetlands, which will not be creating a negative impact on the surrounding wetlands. Would you like me to submit a revised Pumping 0&M plan with the above details formatted into a section supporting our argument of why we don't need or require monitoring wells or an extensive wetland rehydration and monitoring program? Please advise.
