INTRODUCTION:
This environmental screening report was prepared for ECO Bank and has been
extended to the North Carolina Department of Transportation (NC DOT), their
consultants and counsel for use in the assessment and evaluation of the
environmental condition of the subject property, in accordance with generally
accepted practices.
This ± 143 acre tract was evaluated in order to determine the extent of any previous
site disturbances or business practices that had a negative environmental impact
on the site which might indicate past or present waste-generation handling and/or
storage activities. The extent of this environmental screening involved the following
duties:
a) Making a general site reconnaissance of the property and visually inspecting
the periphery to observe any obvious ground surface disturbances or
unnatural soil and land features and inspecting the tract for environmental
problems resulting from negligent business practices;
b) Reviewing available aerial photographs, topographic maps and any relevant
historical background data indicating previous land use;
C) Evaluating various relevant hazardous waste lists, permit databases, and
property inventories from DENR and the EPA which might identify a nearby
known source of contaminant; and/or property in non-compliance with
current environmental regulations;
d) Performing a windshield survey of adjacent land uses and those on permit
databases, identifying potential waste generators or waste storage facilities
which might impact the subject property;
e) Preparing a narrative description of the property describing its general
environmental status with various maps, photos and supporting
documentation being attached; and
f) Summarizing and concluding if further environmental study is needed and
if so what type of study would be involved for a thorough evaluation to
complete a "Due Diligence Review."
This preliminary environmental screening site inspection was limited to the above
work duties and did not test for radon, lead paint or asbestos nor did it evaluate in
detail adjacent land uses. This report does not evaluate the condition, quality, or
availability of.the groundwater beneath this site. This report is based on limited
observations made on the date noted and is not intended to be absolute or
exhaustive. It is based on historical knowledge of normal land use impacts to the
environment and can be used to determine the general environmental status of this
property as is often recommended by the Super Fund Amendment and Re-
authorization Act (SARA) and CERCLA rules.
PURPOSE/GOALS
1 The primary purpose of this environmental screening exercise is to evaluate the site
to "due diligence" standards (as listed above) for property transfer to NC DOT.
Within this purpose, the following goals were set for the McIntyre project:
a) To detail and summarize the existing natural conditions of the property;
b) To scope the property as to the potential of containing threatened or
endangered species and/or historic and archaeological resources;
c) To summarize the potential for containing hazardous materials or to be
affected by contaminants from adjacent properties; and
d) To make sure that there is no known underground storage tanks or other
contaminant which could affect the mitigation area or activity.
II. SITE INFORMATION:
Site Location - This 143 acre property is located due west of the intersection of the
Cape Fear River with the Highway 421 bridge and is across the highway from the
USS North Carolina Battleship. It lies on the northeastern corner of Eagle Island
and is comprised predominantly of tidal marsh with spoil islands scattered
throughout.
Site Description - The tract measures approximately 4500 L.F. along the banks of
the Cape Fear River to the north; 2100 L. F. along an old rice plantation canal to the
west until it hits Alligator Creek; then it extends 3450 L.F. to an old earthen
causeway along a man-made lake to the south and back to the HWY 421 bridge to
the east. It lies approximately.2 mile south of the Wilmington By-Pass. The project
site consists of 68 acres with predominantly tidal-fresh water marsh (62%). It also
has 26 acres of tidal Cypress/Gum Swamp and 20 acres of semidurnal tidally
influenced area and 21 acres of old dredge spoil islands. There also is 2.4 acres
of fill on an old road causeway.

Soils - The general soil map for Brunswick County (see generalized soil map)
shows the site situated predominately in a Chowan silt loam. A dredged Newhan
fine sand is shown in the northwest corner of the site. The site was probably
originally all a,Chowan silt loam until maintenance dredging operations created the
islands of Newhan sand. Chowan silt loams consist of poorly drained soils on flood
plains. The soils formed from silty fluvial sediment deposited over organic material.
Slopes range from 0 to 2 percent. The Newhan sands consist of excessively
drained soils found in barrier island environments. The soils form in coarse textured
Eolian and marine environments and in this case have been pumped and dredged
from the river bottom to form the spoil islands currently found on-site. Typical slopes
encountered vary due to dredging but commonly range from 2 to 30 percent.
1 Topography - The study area is located on the United States Geological Survey
(USGS) 7.5 minute Wilmington topographic sheet (see topo map). Tract elevations
vary from 0 feet above mean sea level (MSL) on most of the tract of the tract to 5
feet MSL on the spoil islands according to the U.S.G.S. sheet. This area ultimately
drains to the Atlantic Ocean via the Cape Fear River.
Water Classifications - The study area is bounded by the Cape Fear River on the
north side of the property. The river is listed as a class SC water. SC waters are
classified as tidal salt water areas that are best used for "aquatic life propagation
and survival, fishing, wildlife and secondary recreation. Surrounding smaller
tributaries and tidal flats of the Cape Fear River are also listed as SC waters.
Alligator Creek, which is near to the site on the southwest side, is an SC -Sw area
located in the Brunswick River. Sw areas are swamp waters that typically have low
velocities and other natural characteristics which are different from adjacent
streams.
Threatened & Endangered Species - The U.S. Fish and Wildlife Service and the
National Marine Fisheries Service has provided a listing of plants and animals
which are federally-listed threatened and endangered species which could be
present in the area of the proposed project. This listing is provided in Appendix "A"
/ of the report. The status and definition of threatened and endangered are listed
below for reference.
Status Definition
Endangered A taxon "in danger of extinction throughout all or a significant
portion of its range."
Threatened A taxon "likely to become endangered within the foreseeable
future throughout all or a significant portion of its range."
T(S/A) Threatened due to similarity of appearance (e.g., American
alligator) - species which are threatened due to similarity of

appearance with other rare species and are listed to protect
these species. These species are not biologically endangered
or threatened and are not subject to Section 7 consultation.
As with any plant or animal species, their presence and abundance is determined
by the availability of suitable habitat for existence and proliferation. The existing site
and future project offer no suitable habitat for the existence of endangered and
threatened species. It should be noted that possible suitable habitat for the West
Indian manatee and the Shortnosed sturgeon was observed in the adjacent Cape
Fear River area. This was characterized as suitable habitat due to the fact that all
of the Cape Fear River is suitable habitat for these two species. The proposed
project will occur in areas above mean high water and will not affect habitat area of
/ the West Indian manatee and the Shortnosed sturgeon, which is found belowmean
high water.
The American alligator (Alligator mississippiensis) is found in many areas along the
Cape Fear River. The alligator is listed as T(S/A), which indicates that it is
threatened due to similarity of appearance. This category includes species which
are threatened due to similarity of appearance with other rare species and are listed
to protect these species. These species are not biologically endangered or
threatened and are not subject to Section 7 consultation. No alligators or slides
were noted during site review, however extensive areas of marsh were not reviewed
due to inaccessibility. Project areas are to be located above mean high water, and
most of the suitable habitat for the American alligator is typically founds below.
mean high water. No further concerns were noted around threatened or endangered
species during this project review.
Archaeological Review - Site review and research has not found any indication
of prior inhabitation or human use of these spoil islands as anything other than a
spoil island. The islands did not exist until the middle of the 20th century, when they
were created during maintenance dredge operations to improve navigability of the
Cape Fear River. No further concerns were noted while on-site. In addition, the
preliminary reviewof the NC Archives & History topographical maps showing known
site locations did not identify any known historic resources. Site research at the
New Hanover County Public Library did reveal some past site uses, however
none that would require further investigation as related to this site.
The oldest sign of activity on the site is a small fill area on the north side of the tract
(see "Site Map"). This fill area is projected to be the former location of the
Wilmington and Manchester Railroad (1853 map located in New Hanover County
Library). This railroad existed in the Wilmington area prior to 1900, but the line was
discontinued before the turn of the century. The rails and cross ties were removed
from the railbed for later reuse in other areas. Sanborn Fire Insurance maps from
1904 and 1915 show a platform building built in the marsh for storage of the cross
ties. No concerns were noted around these former site uses due to the fact that the

only remnant areas are the railbed and no buildings, structures or other areas of
concern were located on the tract in relation to the railroad. The 1853 road map as
well as several other maps of Wilmington dating before 1900 show a road layout
near the eastern side of the tract. The small part of the study area that is in New
Hanover County was at one time platted for streets. No information could be found
indicating that any structures or streets ever existed in this area as planned and
platted. No further concerns were noted around the former railroad or prior platted
areas located on-site.
ENVIRONMENTAL ASSESSMENT:
Field Observations - The primary goal of site reconnaissance is to gather
information which could indicate the presence of an environmental problem. As part
of the site reconnaissance, LMG's environmental scientist physically and visually
observed and inspected the properties and any structures located on the properties
for evidence of an environmental liability. Signs of an environmental impact include,
but are not limited to, the following:
-Chemical storage areas, containers, or tanks;
-Oil or chemical staining;
-Unusual sunken areas possibly indicating buried materials; and
-Vegetation stress.
The property was thoroughly examined by the undersigned during site inspections
performed in May of 1999 and documented with photographs of the site. This area
of Eagle Island has been manipulated by man through many ways. First through
excavation of rice plantation canals; secondly by dredging and navigational spoiling
activities; and thirdly through road work.
The oldest sign of activity on the site is a small fill area on the north side of the tract
(see "Site Map"). This fill area is projected to be the former location of the
Wilmington and Manchester Railroad. No concerns were noted around these former
10 site uses due to the fact that the only remnant areas are the railbed and no
buildings, structures or other areas of concern were located on the tract in relation
to the railroad. The 1853 road map as well as several other maps of Wilmington
dating before 1900 show a road layout near the eastern side of the tract. The small
part of the study area that is in New Hanover County was at one time platted for
streets. No information could be found indicating that any structures or streets ever
existed in this area as planned and platted. Building was focused on the riverfront
of Eagle Island. By looking at today's conditions, it is probable that no development
occurred in the past on this area of the study parcel due to low site elevations and
flooding problems.
Rice production in the Cape Fear River has ceased many years ago; however,
some of the dikes and ditches are still evident along certain areas of the river. Very
few indications are still evident on the study parcel that rice production has ever

occurred on this tract. Rice fields can be better observed directly north of the tract
on land opposite of the study parcel.
The spoil islands were created during the mid-twentieth century when navigational
improvements in the river resulted in dredge material being deposited on the tract.
The oxbow in the river observed to the northwest of the site used to be the main
channel. A 1928 Bureau of Chemistry and Soils map was referenced that shows this
oxbow as the main channel. The connection between the oxbow was dredged to
remove several sharp turns that were a hindrance to navigation. Spoil was also
deposited on the tract during routine maintenance dredging of this area of the river.
Spoil has not been deposited on the tract in the past 40-50 years due to the growth
of trees observed on the islands.

Road work has been on-going in this area for over two hundred years. A causeway
has extended from Brunswick County to the east side of Eagle Island for
transportation across this large marsh area between the Brunswick and Cape Fear
Rivers for over one hundred years. A ferry on the east side of Eagle Island
transported cargo and passengers across the Cape Fear River to Wilmington. This
old causeway was located at or near the present day location of US HWYs 17/74/76
and 133 (outside of the study area). The present causeway that connects to Point
Peter (north across the Cape Fear) is known as US HWY 421. This roadbed
appears to be in the same location as the old HWY 421. An old spoil area is located
west of HWY421. This old spoil area contains approximately 2.4 acres of fill
according to preliminary soils and vegetation mapping performed by Land
Management Group, Inc. The island was created during the 1970's creation of the
interchange between the highways in this area. No further concerns were noted
around the old causeways and spoil areas.
Map/Photo Search - Aerial photographs were utilized to aid in the site
reconnaissance. The photographs were used to visually identify the potential for
past activities which could have impacted the properties. According to the aerial
photo and map search the earliest attainable photo was the 1949 SCS photo (see
various included aerial photos in map section). SCS photos are obtained at the
Natural Resources and Conservation office. No large scale industrial or commercial
activities are evident on the tract. The only signs of development on the tract are
the transmission line R/W and an antenna tower for a small radio station. The
actual former location of this station is off-site; however, the antenna for the station
was located on the study parcel (see "Site Map"). No concerns noted around the
transmission line or former antenna location. The following photos were also
reviewed for the site as part of historical aerial photo research: 1956, 1966, 1970,
1973, 1983, 1993 and 1998. All photos observed appeared much as the 1949 photo
that was reviewed for the report. The site has changed little through time as
revealed from the aerial photo search with the exception of the addition of dredged
spoil materials from the Cape Fear River to the site and changes on and around the
site in 1970 for interchange construction. No concerns were revealed within the
historical aerial photo search that merit further investigation.

Environmental Literature Search - An extensive search of the available
environmental literature was performed using existing NPL, CERCLIS, RCRA
ERNS, NFRAP, DOCKET, NUCLEAR, OPENDUMP, TRI, WATER and FINDS sites
listed by the United States Environmental Protection Agency. SWF, HWS, LRST,
and RST listings by the North Carolina Department of Environment and Natural
Resources have also been reviewed (see database reference in appendix). Based
on this computer database search there are no sites determined to be adjacent to
the study parcel. Underground tank registrations were noted at several surrounding
facilities and convenience marts at a one mile radius. Other RCRA-SG and FINDS
sites were determined to be within 1 mile of the study parcel, however no properties
were listed adjacent to the study parcel.
/ Across the Cape Fear River lies the fuel terminal known as Industrial Fuel
Company. Black oil is brought in by barge, off-loaded and reloaded on trucks for
transport off-site. According to the aerial photo search, the facility was built
sometime in the 1970's. Oddly, as large as this operating fuel terminal is
constructed, no records seem to exist at NC DENR as related to this site. No
records were found in the database search indicating that the site is properly
permitted by the state. No current or past registration was found with the RST-UST,
RST-AST, Water Quality or Groundwater sections of NC DENR. As bad as this
information sounds, no other information is available on the site and no
documented spill incidents, soil or groundwater contamination has been reported
at this site, vvrhich is a good sign. No concerns were raised about the possible
impact of the Industrial Fuel Company site on the study site due to a hydrological
separation knovm as the Cape Fear River.
The Bordeaux Construction and Salvage Yard is found to the north of the site and
is listed as a RCRA- Small Quantity Generator of hazardous materials. No other
information is available on the site and no documented soil or groundwater
contamination has been reported at this site. No concerns were raised about the
possible impact of the Bordeaux site on the study site due to a hydrological
separation known as the Cape Fear River. No sites were reviewed that have current
non-compliance issues that have resulted in documented off-site contamination
within '/2 mile of the study boundary. No sites were determined by the database
search that merited further environmental review on the study parcel. No listings
were found that included the subject parcel. No further concerns were noted around
the environmental literature search.
IV. SUMMARY AND CONCLUSIONS:
Aswas documented above, the subject parcel has experienced limited development
and disturbance in the past 50 years. There are no known threatened or
endangered species or archaeological resources on the site. According to the
database search, there are no sites within 1 /4 mile of the property boundaries which
are on any of the EPA, DENR or VISTA Environmental Databases.

The nature of tract usage over the past 40-50 years has been a limited usage that
has left the majority of the tract in good condition. The minor amount of scattered
oxidized materials, household and construction debris found around the site was
observed to be. inert and bears no concern towards the proposed mitigation project
in this area.
If these activities are undertaken and successfully completed, I do not feel there is
need for additional environmental study.

ARCHAEOLOGICAL RESOURCES
1. Present and previous land use of the proposed mitigation site. Site is largely marsh
area with some upland spoil islands created from past river maintenance dredging
operations Spoil islands were created in the mid-twentieth century. The oldest sign of
activity on the site is a small fill area on the north side of the tract (see "Site Map"). This
fill area is proiected to be the former location of the railbed of the Wilmington and
Manchester Railroad (1853 map located in New Hanover County Library).
2. What kind of site preparation, if any, has taken place on the project site.

3. Have any artifacts (arrowheads, pottery, etc) been found on the site? If yes, what kind
