This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0004230. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. The purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit WQ0004230. Operators, Don and Karrie O'Mara, and General Manager, Victor Perez, were present during the inspection. This permit expired on October 31, 2015. There have been issues with receiving additional information for past renewal applications. A new renewal application was recieved in October and is currently under review. This facility consists of a 55,000 gpd dual train ReCip Biological Reactors and a high -rate infiltration disposal system. Flows reached approximately 50,000 gpd this past summer and averaging 13,000-16,000 gpd over the winter months. This ReCip Biological Reactor system is a series of concrete cells, approximately 10 ft tall, filled with various sizes of rock media that treats wastewater similar to a trickling filter system. Removal of solids from the cell reactors is limited due to the design, and it is suspected that solids have accumulated over time in the cells. A review of monitoring records for the past 2 years shows 5 NOVs issued for monthly exceedances for Total Nitrogen and a monthly fecal exceedance. The high Total Nitrogen levels may be due to the accumulation of solids in the reactors. It appears there will be challenges in cleaning or replacing the rock media. The pumps in the ReCip system are all identical and a spare pump is stored on -site. Craven Ag Services removes the solids in the settling tank twice a year. The gate to the plant was down due to numerous storms. Signs need to be posted to restrict access to facility while gate is being repaired. The facility is compliant with non -discharge Permit W00004230. Please review the comment sections of the inspection report for more details.
