Subject: 401 Compliance Inspections

Dear Mr. Hinson:
On July 6, 2010, 1 conducted a compliance inspection of several sites that received a 401
Water Quality Certification. Please note the sites and associated comments.
Bristol Drive (07-1416): 1) More uniform rock should be utilized during the construction
of the grade control structures. This was true for most structures observed at other
sites as well. Vegetation on the slopes was sporadic, except in areas that received
adequate sunlight (maybe a sod would be better). Matting is still obvious due to the
failure of establishing vegetative growth.
• Jefferson Capital Improvement Phase III (06-1328V3): 1) The grade controls on the
upstream side of the stream/road crossing are inadequate. The plans calls for the
construction of four cross vanes, two, possibly three were observed. 2) The fabric
utilized during the stream work in the location of 5924 Lansing drive requires trimming.
• Jefferson Capital Improvement Phase II (06-1328V2): No problems were observed for
this phase of the project.
• Burtonwood (08-1698): 1) The channel is scoured from the storm flow and is incising.
2) A large headcut has occurred at the downstream end of the channel. 3) The channel
requires overall improvement: livestakes, grade control/sills, substrate enhancement.
• Litchfield Rd. (08-1494): 1) A "retaining wall" was constructed in-stream above the
culvert. This was not per plan. This must be removed.

In general the installation/construction of the culverts inspected was constructed well. Good aquatic
passage was allowed for, as well as the movement of stream substrate into the interior of the culvert.
