The Division of Energy, Mineral and Land Resources (DEMLR) has reviewed your submittal of the No
Exposure Certification for Exclusion from NPDES Stormwater Permitting application form. Based on your
submittal and signed certification of no exposure at the above referenced facility as well as observations
made during a site visit conducted by Mike Lawyer,, Environmental Program Consultant with the Fayetteville
Regional Office on November 20, 2020, the Division is granting your conditional exclusion from permitting as
provided.for under40 CFR 122.26(g), which is incorporated by reference in North Carolina regulations.
Please note that by our acceptance of your No Exposure Certification, you are obligated to maintainno
exposure conditions at your facility. If conditions change such that your facility can no longer qualify for the
No Exposure Certification, you are obligated to immediately obtain NPDES permit coverage for your
stormwater discharge. Otherwise, the discharge becomes subject to enforcement as an un-permitted
discharge. You must self -re -certify annually that the No Exposure conditions are being met by, completing the
Annual Self Re -Certification Form, which can be found at hftps://deg.nc.gov/about/divisions/energy-mineral-
land-resources/npdes-no-exposure. The completed form does not need to be submitted but shall be kept
onsite and made available upon request.
Your conditional exclusion from permitting does not affect your facility's legal requirements to obtain
environmental permits that may be required under other federal, state, or local regulations or ordinances.

Inspection Summary:
Inspection conducted in response to submittal of application for No Exposure Certification for Exclusion from NPDES
Industrial Stormwater Permitting. Met with Mr. Tyrone Ellerbe, Operations Manager, to review information provided on the
application, discuss facility operations and make observations of site conditions. Per Mr. Ellerbe, vehicle maintenance such
as mechanical repairs, oil changes and fueling is conducted offsite. When needed, tire repair or replacement is conducted
onsite by a contractor. Drums of oil, anti -freeze and windshield cleaner for topping off vehicle fluids are stored onsite inside a
storage building, which is located underneath a shelter. Facility has two dumpsters, a small cube style for office trash and a
large rolloff style for broken pallets. At the time of inspection, the lid for the small dumpster was missing, but scheduled to
be replaced. The rolloff dumpster is not covered, however there was no evidence of any leaks and there are no stormwater
drains in the vicinity. Based on the observations made at the time of inspection and best professional judgement, a No
Exposure Certification is being granted.
