This letter and attachments are a responce to your discrepancy letter dated
6/25/2010. Attached is a copy of your original discrepancy letter for reference. Per
our phone conversation I have updated the individual impacts as well as total
impacts and attached copies of application pages 1 & 5 of our original permit
application. Also attached is a Delegation of Authority letter from E. I. DuPont de
Nemours inc. Vice President of Operations W. C. Martin delegating authority to the
site manager, Karen Wrigley who signed the original application.

DELEGATION OF AUTHORITY
By this letter, I, W. C. Martin, Vice President-Operations, E. I. du Pont de Nemours and
Company ("DuPont") hereby delegate, to the extent permitted by law, to the Plant Manager or
designated acting plant manager of the Fayetteville Works Plant located at 22828 NC Highway
87 West, Fayetteville, NC 28306-7332 (the "Plant") the authority to:
• Sign or execute any permit application, report, certification or other document relating to
compliance by the Plant with state and federal environmental laws or regulations,
including but not limited to: the Clean Air Act, 42 USC §7401 et seq., as amended, the
Clean Water Act, 33 USC § 1251 et seq., as amended, the Resource Conservation &
Recovery Act, 42 USC §6901 et seq., as amended and comparable state laws.
• Execute all orders and agreements relating to compliance by the Plant with Federal, State
or local environmental laws and regulations.
• Approve the provisions of any compliance program, project-completion schedule, or
similar document relating to construction, modification, and/or operation of any
equipment or facilities at the Plant.
• Execute and deliver any other documents and do any other actions in connection with the
foregoing, as the Plant Manager may deem necessary and advisable.
It being understood that said Plant Manager will consult Legal and/or SHE, as appropriate before
exercising the authority hereby granted.
The Plant employs more than 250 persons or has gross annual sales or gross annual expenditures
exceeding $25 million (in second quarter 1980 dollars.)
This Delegation of Authority is given without the authority to make further delegations.
