The project site is ±13.46 acres in size and is located southwest of the intersection of Morrisville Parkway and Davis Drive in Cary, Wake County (Latitude: 35.81264N; Longitude: - 78.849425W). The project is specifically located at 3391 Davis Drive and consists of two separate parcels (PIN#s 0745415075 - ±6.46 ac; 0745405645 - ±6.8 ac). Please refer to the enclosed Property Owner Information for more detail on ownership. The project is located in the Neuse River basin and onsite waters drain to Crabtree Creek. The Water Quality Classification for Crabtree Creek is C; NSW and the Stream Index Number is: 27- 33-(1). The cataloging unit for the site is 03020201. Project History On September 5, 2008, Jamie Shern with the Corps of Engineers issued a Jurisdictional Determination (AID#200800329) for the ±13.0 acres located within the boundaries of the two parcels that comprise the project site. A copy of JD Tearsheet has been provided as Appendix 1 to the PCN. Steve Mitchell with NC DWQ issued a Buffer Determination Letter (DWQ Project #98-4122) for the ±13.0 acres within the boundaries of the two parcels that comprise the site. The project area also includes the Town of Cary 20' Utility Easement, which will be utilized to connect the Davis Village sewer to an existing manhole located west of the UT to Crabtree Creek. W&R reviewed conducted a site visit on July 12, 2010 to review the easement, and determined that there are no jurisdictional wetlands within the easement. 1410 Commonwealth Drive, Suite 1o1 Wilmington, North Carolina 28403 tel: 910-256.9277 fax: 910-256-2584 www.withersravenel.com WITHERS &- RAVENEL ENGINEERS i PLANNERS I SURVEYORS Proposed Impacts The proposed impacts consist of 20 if of temporary stream impacts and 1700 sq ft of permanent buffer impacts (Z1: 1200 sq ft; Z2: 500 sq ft) for the construction of sewer connection to the existing manhole, located west of the UT to Crabtree Creek. Upon installation of the sewer line, the stream banks will also be restored to natural conditions and stabilized. The proposed permanent buffer impacts will result from the installation of the sewer line, and regular maintenance (mowing) of the utility easement. Avoidance and Minimization Prior to site plan design, the applicant requested that a detailed wetland delineation and buffer determination be conducted so that impacts to wetlands, streams and riparian buffers could be minimized. There are no proposed wetland and/or stream impacts as a result of fill needed to construct the project. The connection of the onsite sewer system to an existing offsite sewer line is located within an existing Town of Cary Utility Easement. The sewer connection has been designed to cross the stream at a perpendicular angle to minimize stream and buffer impacts. During construction, silt fencing will be installed around all disturbed areas to prevent sediment from escaping and impacting downstream waters and wetlands. Mitigation Because the proposed temporary stream impacts are minimal (20 If), there is no proposed stream mitigation. Because a 20' perpendicular utility crossing with a permanent maintenance corridor greater than 10' is an allowable use within the buffer, no mitigation is proposed for buffer impacts. The current request is for 20 if of temporary stream impacts and 1700 sq ft of permanent buffer impacts (see the attached maps and PCN for details).
