X Yes No If yes, please list the following: Volume Reaching Surface Waters: _Unknown / 864 , Surface Water Name: Catawba River Did the Spill/Bypass result in a Fish Kill? Yes X No Was WWTP compliant with permit requirements? _Yes —X—No Were samples taken during event? X Yes No Source of the Upset/Spill/Bypass (Location or Treatment Unit): City Ditch Influent Screen Area Cause or Reason for the Upset/Spill/Bypass: The plant received double the capacity of the plant capabilities for 8 hours. With extra equipment onsite to help prevent this the amount of water from the rain fall overwhelmed the plant and the equipment. The plant received 5.218 MGD for the day of the spill, not counting the flow pumped from the city ditch through the diesel pump to keep city ditch from overflowing. The rainfall was a total of 3 inches in roughly 24 hrs. 2 inches of that rain fell in a 3 hour period. Describe the Repairs Made or Actions Taken: No equipment repairs needed. The cause of the spill was the amount of water coming into the plant caused by a large amount of rainfall in a short amount of time. The continued maintenance of the collection lines would help with the I and I into the system, and help prevent surges of storm water in the future. Spill/Bypass Reporting Form (August 2014) WWTP Upset, Spill, or Bypass 5-Day Reporting Form Page 2 Action Taken to Contain Spill, Clean Up and Remediate the Site (if applicable): We set up a bypass pump to assist the flow coming into the city ditch and stop the spill. We cleaned and removed all the visible debris that were in the water and we are assessing the area for any further clean up that may be necessary. Lime may be added to stabilize the affected area. Action Taken or Proposed to be Taken to Prevent Occurrences: More study's on Collection system repair needs to be assessed to prevent this amount of storm water to enter the collection system. Additional Comments About the Event: The staff did everything possible to prevent this event from occurring and even with the extra equipment to help pump the city ditch the amount of storm water was too much for the plant to handle in the short amount of time the rain fell. The City ditch influent was not designed to handle the amount of water that flows through it during a heavy storm in a short amount of time. Samples were pulled and river was checked up and down stream for any abnormalities. Because of this rain event our DO was out of compliance. 24-Hour Report Made to: Division of Water Resources X Emergency Management Contact Name: Wes Bell Date: 11-12-2020 Time:1320 Other Agencies Notified (Health Dept, etc): Person Reporting Event: _Doug Shoutd Phone Number: _704-827-4261 Did DWR Request an Additional Written Report?
